PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 AUGUST 2018
1. Residential Population and Growth
According to the Queensland Government Statisticians Office (QGSO) the Estimated Residential
Population of Noosa Shire at 30 June 2017 was 54,736 persons. It has experienced an average
annual growth rate of 1.2% for the 10 years between 2007 and 2017 but 1.1% for the five years
between 2012 and 2017. By comparison the average annual growth rate for the State of
Queensland was 1.8% over the 10 years or 1.5% over the latter 5 years.
Within the Shire, Noosa Heads has experienced the highest growth rate at 2.2% over 2007-2017
and 2.1% over 2012-2017 and Noosaville the second highest at 2.1% and 2.0% respectively.
Tewantin experienced the lowest growth rate over that decade at 0.3% with the beach
communities also experiencing quite low growth.
Council might note that the 2016 ABS Census and subsequent QGSO population projections do
not capture the population within unoccupied private residential dwellings. The number of
unoccupied private residential and non-resident residential dwellings has a significant impact on
the resident and non-resident population of Noosa Shire. Out of interest the Unitywater Demand
Management and Tracking Tool (DMaTT), which has informed the Local Government
Infrastructure Plan (LGIP) is based on actual existing residential dwellings.
Looking forward the QGSO predicts that Noosa Shire will have a resident population of some
61,940 people with the largest proportion of this growth to occur in the SA2 of Noosa Hinterland
followed by Tewantin, Noosa Heads and Noosaville. An update of the State’s growth projections
is expected within the next couple of months.
Noosa Shire experiences a reasonably average rate of population turnover compared to the
State. In the five year inter-census period of 2011 to 2016 approximately 33% of the 2016
population were not living in the same SA2 five years earlier.
Within the Shire, residents of Noosa Hinterland are most likely to have lived within that SA2 for at
least 5 years, with a ratio of 2.02:1 for residents (over 5 years of age) with a usual address within
Noosa Hinterland SA2 in 2011 compared to residents with a usual address elsewhere in 2011.
Tewantin had the second highest ratio at 1.73:1, followed by Peregian Beach - Marcus Beach
and Sunshine Beach with ratios of 1.49:1 and 1.45:1 respectively.
For Noosaville and Noosa Heads at ratios of 1.06:1 and 1.07:1 respectively closer to half of the
respondents to the 2016 census question said they were not living in that SA2 five years earlier.
2. Aging population
Noosa Shire has a relatively high proportion of older people. Figure 2 shows how age groups
are distributed across the Shire.
Noosa Shire residents in the age groups of 0 to 24 years make up approximately 25% however it
is only the SA2s of Noosa Hinterland, Sunshine Beach and Peregian Beach to Marcus Beach
where they actually reach or exceed 25%.
Over 31% of Noosaville residents are 65 years or older with the figures for Noosa Heads and
Tewantin also around the 30% mark.
