ORDINARY MEETING AGENDA 2 JANUARY 2014

Areas of responsibility of the Planning and Organisation Committee include those programs and
responsibilities assigned by the interim organisation structure to the Organisational Services
Department, the Executive Office, and the Planning and Development programs of the
Community and Development Department.

The General Committee has the responsibility to deal with matters not dealt with at the
Infrastructure and Services Committee and the Planning and Organisation Committee.

The rules for the conduct of Standing Committees are dictated by the Local Government Act
2009, the Local Government Regulation 2012, and Council’s Standing Orders.

Standing Committees can only deal with the subject matters for which they are formally
established, they have no statutory powers and can only recommend a course of action to the
Council unless formal delegation of power by the Local Authority has been given. Like the
Ordinary Meeting, Standing Committees are open to the public unless a closed meeting is
declared. Items for Council consideration are placed on the agenda of the appropriate
committee.

In relation to the conduct of standing committees, section 267 of the Local Government
Regulation 2012, states that “a local government may appoint a chairperson of each committee”,
accordingly it is proposed that the Council delegate to each committee the appointment of a
committee chairperson.

It is also proposed that the meetings of the committees occur in the Tewantin office generally on
a four weekly cycle during 2014, as follows:

• General Committee, on the Monday prior to the Ordinary Meeting, commencing at 10 am
       on 3 February 2014;
• Infrastructure and Services Committee, on the Tuesday morning prior to the week of the
General Committee Meeting and the Ordinary Meeting, commencing at 9am on
       28 January 2014; and
• Planning and Organisation Committee, on the Tuesday afternoon prior to the week of the
General Committee Meeting and the Ordinary Meeting, commencing at 1.30pm on
       28 January 2014.

In relation to the Infrastructure and Services Committee, and the Planning and Organisation
Committee, it is proposed that these Committees not meet in April 2014 because of the Easter
holiday period and that while the meeting cycle would generally be four weeks, there be a single
five weekly cycle following the meetings of the Committees in June 2014.

It is also proposed that the Chief Executive Officer include the dates and times of meetings of the
Committees in the Corporate Meetings Calendar published on the internet and corporate
website.
