ORDINARY MEETING AGENDA 2 JANUARY 2014
In September 2004, amendments to the “Integrated Planning Act 1997” (IPA) legislation saw the
introduction of Priority Infrastructure Plans (PIPs) which included Infrastructure Charges
Schedules (ICSs) as the proposed new infrastructure charging mechanism. These plans were
also required to undergo the full Schedule 1 planning scheme process with the Infrastructure
Charges Schedules (ICSs) requiring additional review and scrutiny by the Queensland
Competition Authority (QCA).
The “Sustainable Planning Act 2009” (SPA) replaced the “Integrated Planning Act 1997” (IPA)
and included provisions for the continuation of PSPs, ICPs, PIPs and ICSs in the interim.
The introduction of the current Adopted Infrastructure Charges regime on 1 July 2011 replaced
all previous contributions and charges regimes applying to all new development approvals issued
from that date. This new legislation generally reduced development charging levels and because
the charges are no longer connected directly to the provision of infrastructure and associated
costs, has introduced complications in transitioning between the previous and current regimes for
new development applications subsequent to previous approvals and extensions to relevant
periods for existing approvals. This Adopted Infrastructure Charges regime is currently
undergoing further review by the State Government, which is likely to have further implications to
local government in the way planning for infrastructure and charges are applied.
The “trunk” infrastructure networks for which infrastructure charges are issued are currently
specified in the Priority Infrastructure Plan (PIP) in accordance with the “Sustainable Planning Act
2009” (SPA) as follows:
• Unitywater networks:
o Water Supply;
o Sewerage
• Council networks:
o Transport including:
Roads;
Pathways: and
Public Transport (only physical infrastructure such as shelters and not the daily
costs of running bus services);
o Stormwater; and
o Public Parks and Land for Community Facilities which includes:
land and embellishments for Public Recreation and Sports Parks; and
land only for Community Facilities (excluding the facility itself).
Issues relating to providing infrastructure charges relief to community organisations and
development incentives are specific discretions adopted and implemented by the Sunshine Coast
Council.
PREVIOUS COUNCIL CONSIDERATION
The matters presented in this report relate to considerations and decisions previously made by
the Sunshine Coast Council and are now presented for the Noosa Council’s consideration and
