PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 10 OCTOBER 2017 The proposed new allotment for 101 Eumundi Noosa Road will have an area of 3,518m2 and the proposed lot for 105 Eumundi Noosa Road, an area of 1,970m2. Material Change of Use The application also seeks approval for a Material Change of Use for various uses including a Retail Business Type 6 – Hardware, Retail Business Type 7 – Garden Centre, Commercial Business Type 1 - Office and Industrial Business Type 2 – Production, Alteration, Repackaging and Repairing. The applicant suggests that approval is sought for the various uses to rationalise existing use rights over the land at 101 Eumundi Noosa Road while obtaining retrospective approval for the current pool shop and associated display area (‘Poolside Noosa’) which has been operating without approval for a number of years. Existing use rights over Lot 101 relate to an approval issued by Council on 23 May 1977 for “Renovations to an existing building to permit hardware store/tyre & wheel alignment service, office, storage and cabinet maker”. The applicant suggests that the uses being applied for collectively reflect the historic uses that have occurred on the site as part of the previous approval and the current unlawful pool shop use. It is intended that the proposed development preserves the existing use rights by rationalising these uses with current Planning Scheme definitions. With regards to the Industrial Business for which approval is sought, the applicant acknowledges that existing use rights are limited to specifically a Tyre & Wheel Alignment Service and a Cabinet Maker and does not wish for the use rights of these uses to be preserved. Furthermore, approval is not sought for the broad range of industrial uses which can operate under the definition of The Noosa Plan, but rather proposes any industrial business is limited to ‘Service Industry’ uses as defined under the Queensland Planning Provisions (QPP). The QPP defines these uses as “Premises used for industrial activities that have no external air, noise or odour emissions from the site and can be suitably located with other non-industrial uses”. Some examples include audio visual equipment repair, film processing, bicycle repairs, clock and watch repairs, computer repairs, dry cleaning, hand engraving, jewellery making, laundromat, locksmith, picture framing, shoe repairs, tailor. The applicant has indicated that should it be necessary, they are willing to accept the above examples nominated to be specifically referenced in an approval. Built Environment The applicant intends to demolish the existing commercial building and other associated sheds and redevelop the site entirely. A new split design, two storey commercial building with a gross floor area of 710m2 is proposed and sited in a similar location to that of the existing building. A 200m2 mezzanine floor is proposed to the rear of the building in addition to a ground floor arcade area of 83.7m2. The new building will have a maximum vertical height of 7.9m and single storey presentation to Eumundi Noosa Road. Proposal plans are provided in Attachment 1. The new building will be finished with subdued colours and comprise painted weatherboard cladding with a rendered finish to the rear. The roof form includes a 12.5 degree gable roof with eaves and a fly over roof over the arcade area. Revitalised soft landscaped areas are proposed which include a 3.0m landscaped setback to the full length of the site’s frontage to Eumundi Noosa Road, a 2.0m landscape strip to the full length of the new southern side and rear boundary and a 0.5m landscape strip which runs parallel with the new driveway. Some internal landscaped areas are proposed central to the site. Carparking & Access The application proposes a sealed crossover in the north-western corner of the site which provides access off Eumundi Noosa Road and circulates to the rear of the site via a sealed internal driveway where 37 carparks and a turnaround bay is proposed. A loading bay to accommodate the new uses is to be sited on the northern side of the proposed commercial building. Page 64 of 128
