PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 10 OCTOBER 2017
Noting the zoning of the land and adjoining residential uses, the range of industrial uses were
proposed to be limited to a Low Impact Industry and Service Industry as defined under the QPP.
These definitions are as follows:
Low impact industry
Premises used for industrial activities that include the manufacturing, producing, processing,
repairing, altering, recycling, storing, distributing, transferring or treating of products and have
one or more of the following attributes:
negligible impacts on sensitive land uses due to offsite emissions including aerosol, fume,
particle, smoke, odour and noise;
minimal traffic generation and heavy vehicle usage;
demands imposed upon the local infrastructure network consistent with surrounding uses;
the use generally operates during the day (e.g. 7 am to 6 pm);
offsite impacts from storage of dangerous goods are negligible
Service industry
Premises used for industrial activities that have no external air, noise or odour emissions
from the site and can be suitably located with other non-industrial uses.
The applicant suggested the uses being applied for generally reflect the uses that have occurred
on the land, either currently or historically and that the proposed uses are generally consistent
with the current development approval (TPC 658) and existing Pool Shop use.
The application proposed to retain the existing commercial building/use areas and indicated the
following site improvements would accompany the proposal:
“new northern access clear of the existing access over the adjoining land to the north
(Klinge land);
new sealed parking and manoeuvring areas and provision for 21 sealed carparking spaces
and gravel hardstand area for any overflow parking, if required;
maintenance works for the existing outdoor display area with provision for at least 2.0m of
landscaping to the frontage;
additional landscaping to the frontage in front of the existing building, extending partly
within the road reserve, in a similar manner to that existing, but being improved;
removal of all asbestos from the existing building, with new fascia, guttering and roofing to
be provided; and
New lightweight cladding and render to existing walls.”
A copy of the proposal plans are provided in Attachment 2.
Acknowledging the existing use rights, reuse of the existing building, various site improvements
and retention of approved gross floor area and associated use areas, Council officers generally
indicated their support for the application. Council officers did express concern though in respect
to the extent and range of industrial uses proposed given the site’s residential zoning.
Upon undertaking a dilapidation report and following discussions with Council officers relating to
the nature of the industrial uses being proposed, the applicant decided to change the proposal.
The dilapidation report revealed that the existing building contains a significant amount of
asbestos and is otherwise in poor condition. The applicant indicated that the existing building will
need to be demolished and replaced by a new building and subsequently requested Council to
suspend any further assessment of the application.
