GENERAL COMMITTEE MEETING AGENDA 18 APRIL 2017
ATTACHMENT 1
COOROY MEMORIAL HALL
REPORT ON BUILDING – PROPOSED MAINTENANCE AND UPGRADE-
by Cooroy Memorial Hall Association Inc., April 2017.
1. BACKGROUND
This building report has been prepared by the Association to be submitted to Noosa
Shire Council (Hall Trustees), as part of an application for the Association to be granted
management rights to the hall.
Council has indicated to the Association that their application needs to include a building
report outlining the proposed actions and expenditure required to rectify urgent
maintenance issues, and carry out desirable upgrades to various hall facilities.
2. PROJECT LOGISTICS
The Association proposes to deliver the project by engaging a Registered Builder as the
Principal Contractor & Project Manager. The Principle Contractor will effect Contractors
Insurance & Public Liability Insurance for the project, while the Association will effect
Volunteer Insurance to cover volunteer workers not otherwise covered. Sub-Contractors
engaged by the Principle Contractor will be self insured.
With regard to the estimates of costs, the labour, plant and materials for all work has
been estimated at current market rates, regardless of whether paid for with cash or
received as donated/in-kind support. It is impossible at this stage of the project to
accurately assess the amount of donated materials/volunteer labour support that will be
received, except to say that the detailed estimates indicate approximately 50% labour
content – some trade skills will have to be paid for, but probably 40% will be builder’s
labourer work and will be unpaid volunteer/in-kind support.
3. HALL MAINTENANCE
The hall maintenance required to be carried out was identified in inspections and detailed
in the report by Independent Building Inspections (IBI Report 2016). This report allocated
various priorities to the maintenance issues and a copy is attached to this report as
Appendix 3.
The Association and its advisors including a Registered Builder, have carried out further
inspections of the hall and prepared budget estimates to undertake all maintenance
identified in the IBI Report. The estimated cost of this work is approximately $148,000;
excluding upgrades to facilities, and some maintenance which would be obviated by
upgrades.
4. HALL UPGRADES
Discussions between Council and the Association produced an awareness of the
desirability of upgrading various facilities to meet modern expectations and current
regulations. Consequently, plans have been prepared outlining proposed upgrades to
kitchen, toilets and hall entries. These upgrades have resulted in reduction in the size of
the bar area to extend the disabled toilet; but the reduced bar still provides a serviceable
facility in the same location at minimal cost (approximately $3,000 to modify
servery/entry door).
