GENERAL COMMITTEE MEETING AGENDA 18 APRIL 2017
Development of a proposed maintenance and upgrade programme of works
On 10 January 2017 the CMHA building sub-committee which comprises an architect, a
structural engineer and a registered builder met with the Director of Community Services to
discuss developing a partnership with Council to repair the building.
At this meeting the Director of Community Services stated that the repairs recommended in the
Independent Building Services (IBS) as being either critical or being required before occupation
were non-negotiable and would need to be completed prior to the Memorial Hall being reopened.
The CMHA building sub-committee agreed to this condition. Discussions then turned to how the
repairs might be funded with both parties agreeing in principle that Council and the local
community should contribute to the renovations.
Following this initial meeting the CMHA building sub-committee has undertaken a number of
inspections of the Hall to ascertain the condition of the building and developed a works
programme to undertake maintenance and upgrade works.
A draft of this programme was presented to the Director of Community Services at a meeting on
16 March 2017 and then revised based on these discussions before being submitted by the
CMHA on 23 March.
This program was then forwarded to Council’s Senior Project Manager for a high level peer
review. This review identified that issues of fire safety and building certification had not been
addressed.
The CMHA has since addressed these two issues and presented a final Programme of Works to
the Director of Community Services on 10 April (refer Attachment 2).
A considerable amount of work and thought has gone into the development of this works
programme. It includes not only all essential maintenance works identified in the IBS report, but
an upgrade to the kitchen and toilets, a remodelled entry from Maple St and interior and exterior
painting.
The proposed upgrade works have been identified by the CMHA as being vital to enhance the
experience of future Hall users and help the Association achieve the goals of their draft business
plan. Furthermore, these works go a long way to addressing one of the key items raised in the
community consultation that in order for the Hall to reach its full potential then the experience of
both hirers and users needed to be enhanced.
The CMHA proposes to deliver the proposed works by engaging a Registered Builder as the
Principal Contractor & Project Manager. The Principal Contractor will effect Contractors
Insurance & Public Liability Insurance for the project, while the Association will effect Volunteer
Insurance to cover volunteer workers not otherwise covered. Sub-Contractors engaged by the
Principal Contractor will be self-insured.
With regard to the estimates of costs, the labour, plant and materials for all work has been
estimated at current market rates, regardless of whether it will be paid for with cash or received
as donated/in-kind support.
At this stage of the project it is difficult to accurately assess the amount of donated
materials/volunteer labour support that will be received, except to say that the detailed estimates
indicate approximately 50% labour content and a number of fit out items which are estimated to
be 40% of the total project cost.
