GENERAL COMMITTEE MEETING AGENDA 18 APRIL 2017
It is anticipated that at BR3 the following additional projects will be funded from the Heritage
Levy:
Additional works to finalise building works on Tait Duke Cottage $55,000
Funding for the 50th year anniversary of the Naming of the Sunshine Coast exhibition
$10,000
Repairs to the Pomona Hall between $120,000 and $150,000
This leaves a projected levy reserve balance of between $363,513 and $333,513 at the end of
the 2016/17 financial year.
It is recommended that $192,000 be allocated for repairs to the Cooroy Memorial Hall from the
Heritage Levy with an initial payment to the CMHA of $40,000 upon signing of the agreement to
lease and then future payments (equivalent to half the value of works completed) being on
receipt of a monthly invoice.
Risk Management
As it is proposed that the CMHA manage the maintenance and restoration work on the Cooroy
Memorial Hall there is a risk that these works will not be undertaken or finished to an appropriate
standard.
These risks will be mitigated in the following ways:
1. Council agrees upfront with the Association a program of works and project plan (refer
Attachment 2);
2. Council requires the Association to engage a registered builder to undertake the works and
act as the Principal Contractor on site;
3. Council’s Project Manager Infrastructure and Planning will meet monthly with the CMHA
Building sub committee to review works for compliance with approvals, quality, scope,
costs and time and report back to the Community and Corporate Services Capital Works
PCG on the project’s progress;
4. The completed works will be signed off by a suitably qualified third party such as a building
certifier;
5. Council does not allow the Association to open the building until the agreed program of
works is completed and the building certified.
Clauses to the above effect will be included in the agreement to lease.
