GENERAL COMMITTEE MEETING AGENDA 18 APRIL 2017
Estimated cost of repairs
The Independent Building Inspections report estimated that the cost for Council to undertake the
necessary maintenance works to safely reopen the Hall at between $300,000 to $400,000 and up
to $1million to bring it up to a high standard of repair.
Council staff believe that the best value for money in restoring the Cooroy Memorial Hall will be
obtained if these works are undertaken in partnership with the CMHA as the CMHA building sub-
committee, which comprises an architect, a structural engineer and two builders, has the
necessary expertise to oversee the works.
The CMHA building sub committee’s estimate to repair the building is $384,000 (refer
Attachments 1 & 2).
Peer assessment of CMHA scope of works
At the Director of Corporate Services request, Council’s Project Manager Infrastructure and
Planning undertook a high level peer review of the CMHA’s 23 March 2017 programme of works.
His findings were that while the CMHA were well progressed in their workings they had not
obtained certifiers advice on scope and building approval requirements or made any allowance
for works required to meet fire regulations.
As a result of this review the CMHA sub-committee has consulted with a building certifier
regarding the works required to meet fire regulations and ascertained a fee for the certifier to sign
off on these works once they have been undertaken. These two additional items added $14,000
to the 23 March cost estimate (refer Attachment 2).
Proposed Funding Model
Previous discussions with the CMHA have resulted in an agreement in principle that Council and
the local community should contribute equally to the renovations.
In order to achieve this and recognise the work of skilled and professional volunteers on the
project it is proposed that Council match dollar for dollar any cash raised or donations of goods or
in kind services provided by the Association.
Council funding for the renovation works is recommended to be capped at $192,000 and
allocated from the Heritage Levy.
Heritage Levy
Under the Heritage Levy policy, levy monies can be used for the maintenance and preservation
of Council owned built heritage assets.
The closing balance of the Heritage Levy Reserve as at 30 June 2016 was $487,143.
Commitments for expenditure from the Heritage Levy for the current year include:
Noosa Museum Strategic Plan $20,000
Heritage Walk Maintenance $11,600
Mill Place Boiler House Restoration $180,000
Museum Roof Repairs $20,000
Corporate overheads $8,029
