Petition - Black Mountain Speed Limit Reduction Request

Thank you Mayor Wilkie. I acknowledge that we have in the chamber Councillor Wilson, Councillor Lorentson, Councillor Phillips, Councillor Wegener and myself and online we have Councillor Finzel and the Mayor. The first next item of business is the confirmation of minutes. Can I have a mover and seconder for the Minutes of the meeting on the 16th July. Councillor Lorentson, Councillor Wegener, presuming no there's no discussion put the motion although all those in favour? Yes. That's carried unanimously. We have one petition. I'll move the petition with the 100 signatures submitted by Cecilia Saraiva requesting the Council reduce the speed limit to 60 kilometres now on Black Mountain range road and Black Mountain Road be received and referred to the Chief Executive Officer to determine appropriate action. Thank just need a second I'll I think second I think thank you. The petition is self-explanatory and we do have some further engagement on that topic so those I'll move that motion be for receiving all those in favour. Aye yes that's unanimous okay there are no presentations uh we do have two deputations uh the first deputation is uh the same as the lead petitioner Cecilia and um on behalf of local residents of Black Mountain husson who supported the community petition the topic is the request for speed reduction in Black Mountain range road and Black Mountain Road and you are supported by David Jones and Anthony Slattery so welcome to the lectern.

Whilst Cecile and I were walking around, we met Tony Slattery and Tony has lived in the area for quite some time and wrote a statement that he wanted us to present this morning. So I'll just read that out for you. And leave the copy. So a statement by Anthony Leslie Slattery of 67 country drive, Black Mountain. I've resided at this address since 2014 and owned the property since 2012 and observed an increase in traffic in the suburb in the last five years. I'm a retired road designer, planner, estimator with more than 30 years experience in this profession with the CMR Queensland engineering consultants. I support the petitioners to reduce the posted speed limit on Black Mountain range road and Black Mountain Road from just south of the Bruce highway overpass near ollmans road to the Bruce highway overpass near the Council of waste Transfer Station. In my professional experience, very few sections of this road meet the current standards for horizontal and vertical site distance through a postive speed limit of 80 kilometres an hour. I request the Council to examine the original design drawings for this section of road and note the design speed on those drawings. If no design speed is noted on the drawings, the Council should re-survey the road and establish a legal design speed that meets current standards. I also drive a 50-seater school bus on this route. As there are no shoulders or bus stops along this road, it is necessary to stop the bus on the road to pick up and drop off children. As a rural bus route, we are obliged to pick up students driving. Up students driveway at students is often a dangerous location for sight distance. Whilst warning lights do flash, I feel it is only a matter of time before a tragedy occurs involving one of the many school buses from many schools that travel, school children that travel on this road. As a minimum, I support the reduction of the posted speed limit to 60 kilometres an hour. Travel time lost is 107 seconds, less than two minutes. Well worthwhile to make this road safer for all. Even Google maps calculated the speed on this road as 60 kilometres an hour, not the posted 80 kilometres an hour. He's left a diagram and a copy of you and also the signatures from the walk around that we did. Thank you very much.

For having us today demin and myself we just wanted to say a quick words about the petition that we have submitted to explain where it comes from so we're both residents and we've been through many of the residents in the estate it's a cutlery state around Black Mountain range road and Black Mountain Road so those two Main Roads um the serving that big area. And we have found that many residents do support the speed limit being reduced and there are a few reasons for that but obviously the population has increased a lot about those past 20 years and we believe that there is a risk for children's safety when it comes to school bus drops off and pickups we do have a statement just after that will explain a bit further we do have many residents mentioning tailgating and they do not feel safe about driving especially at night around those roads we do also believe that more so it is big area big lots more people coming in more residents coming in more subdivisions so that will mean more driving more cars more children and we just want the community to feel safe around those roads. And as a past insight I guess unfortunately we had two deaths over the past 20 years and many car accidents and not even mentioning the has been killed over the years. So we think that it would be really great if the speed limit could be recessed and we thank you for your support, obviously. Thank you.
