SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 DECEMBER 2017
The tendered price from Midson Construction (Qld) Pty Ltd at $936,298 excluding GST
represents a competitive price, together with their demonstrated ability to meet the non-price
criteria of the tender. Midson Construction (Qld) Pty Ltd demonstrated significant previous
experience with construction of similar projects, a strong track record, are a local Noosa business
and have the necessary resources to meet Council’s program to complete these works by
November 2018.
The tender evaluation panel considers the submitted tender to be the most advantageous to
Council, and presents the best value for money.
4. Program & Next Steps
Pending Council approval, Midson Constructions propose to construct the project inclusive of wet
weather allowances within 34 weeks, with a targeted commencement of works at the beginning
of February 2018 and practical completion achieved before 31 October 2018, in time for the 2018
holiday season. The program is based on staged works that minimise impact on the Holiday
Park operations and ensures that at least two amenities buildings are open at any one time. The
majority of works will be undertaken over the autumn and winter periods. Easter and Spring
holiday periods are nominated as ‘downtime’ where little or no construction activity will take place
in order to reduce the impact to patrons.
5. Construction Management and Inspections
Under the construct only delivery model, Council will maintain the overall project management
role. This will be supported by an externally appointed superintendent and specialist architectural
and engineering consultants to administer the contract and progressively inspect the works,
ensuring project deliverables are met.
Finance
Council has allocated a total of $1.2 million for this project in the 5-year capital program, with
$800,000 in the current 2017/18 capital works budget for the small amenities building
construction, and $400,000 place marked in the 2018/19 budget for construction of the large
amenities building and completion of the project.
The total budget for the construction and refurbishment of the Amenities Buildings at Noosa River
Holiday Park is sufficient to complete the project as outlined below.
