SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 DECEMBER 2017

Changes to Council’s Organisational Structure

Since 1 July 2017 a number of changes have occurred to the organisational structure and these
are summarised for Council’s information below and outlined in Table 1 of the report.

Corporate Services Department

 ICT / Financial Services Branches
o The transfer of the permanent full time position of ICT Systems Analyst (LGOA5)
from the ICT Branch to the Financial Services Branch including the redesign of the
position to Financial Systems Analyst (LGOA5). This redesign does not have any
FTE or budget implications for Council.
 Property Branch
o An internal service review of the Property Branch was completed in April 2016. It was
identified that the permanent part-time position of Property Support Officer (0.6 FTE)
(LGOA2) was required to provide support to the Property Officer for customer
requests, enquiries and complaints in relation to the use of Council parks, reserves
and foreshores pertaining to weddings, footpath trading, temporary events and
           permits.
o Since the review, workloads within Property have continued to increase and approval
is now sought to redesign and reclassify the position of permanent part-time Property
Support Officer (LGOA2) to the full-time position of Property Officer (LGOA3). If
approved, this would increase the permanent establishment of the branch by 0.4 FTE
from 5.6 to 6 FTE and the Corporate Services Department from 40.6 to 41 FTE.

Infrastructure Services Department

At the Ordinary Meeting on 16 November 2017, Council approved changes to the establishments
of the Asset Management Branch and the Infrastructure Planning, Design and Delivery Branch
as follows:

 Asset Management Branch
o The two temporary full time positions of Technical Officer - Asset Planning (LGOA5)
and Technical Officer - Capital Planning (LGOA5) were converted to permanent
          positions;
o A new position of Technical Officer - Asset Inventory (LGOA5) was created; and
o The permanent full time position of Technical Support Officer (LGOA2) was
redesigned and reclassified to Asset Management Officer (LGOA3-4).

 Infrastructure Planning, Design and Delivery Branch
o The two temporary full time positions of Project Officer (LGOA6) and Designer -
           Capital Works (LGOA5) were converted to permanent full time positions;
o Two additional temporary 3 year fixed term positions of Designer – Capital Works and
Project Officer (LGOA5) were approved; and
o The permanent full time position of Technical Officer – Coastal and Foreshores
(LGOA5) was redesigned and reclassified to Project Coordinator – Flooding, Coastal
           and Foreshores (LGOA6).

The above changes resulted in an increase of the FTE of the Department by 5 positions, from
117.8 to 122.8 FTE. It should be noted that temporary positions are not counted in Council’s
overall FTE.
