SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 DECEMBER 2017
3. Draft Foreshore Plan
The Draft Noosaville Foreshore Land Use Master Plan prepared by Place Design Group is
included as Attachment 1 and is structured as follows:
An overarching “land use vision” for the foreshore is identified together with supporting
“land use principles”.
The foreshore area is broken into 6 precincts (Chaplin Park; Yacht and Rowing Club; Lions
and Apex Parks; Quota Park; Boat Ramp and Ely Park; and Massoud and Pelican Beach
Parks).
Each precinct identifies land uses allowed in that location.
Land Use tables detail the nature and frequency expected for each land use.
Precinct maps show an indicative area expected for land use activities (i.e. permit area
extent).
The Foreshore Plan’s overarching vision for the area reflects the statements that received the
strongest support in the community consultation, it reads:
The Noosaville foreshore is a peaceful, relaxing public open space for people to enjoy the river.
The supporting land use principles proposed are:
1. The foreshore is a public space, available for the community and visitors to enjoy.
2. Land use within the foreshore ensures the celebration and preservation of its natural values
and qualities.
3. The foreshore offers a diverse range of low-impact activities and recreational opportunities
for locals and visitors promoting social interaction and engagement.
4. Open space recreation areas within the foreshore are retained and enhanced.
5. Commercial businesses along the foreshore do not encroach onto public land and remain
wholly within commercial jetty leases or freehold lot boundaries.
6. Future infrastructure planning increases green open spaces rather than reduces them.
The land use principles are intended to guide decisions about future uses on the foreshore.
A range of issues to be considered have been identified during the project, reflecting the differing
physical attributes, character and patterns of use within each precinct. The primary issues
addressed by the Draft Foreshore Plan are briefly detailed below.
New Boat Ramp and Trailer Parking
The Department of Transport and Main Roads (DTMR) has previously indicated there is a need
for additional recreational boating facilities in Noosa and presented concept plans to Council for a
new boat ramp and trailer carpark at the end of Mill Street in Chaplin Park. The concept would
require more than 2 hectares of Chaplin Park to be converted for the facility. There was little
community support for the idea and it would conflict with the land use principles that seek to
protect, enhance and enlarge the foreshore’s open spaces. A new boat ramp and carpark on the
Noosaville Foreshore is not supported. Alternate locations west along the river should be
investigated if additional or improved boating facilities are to be provided in Noosa.
Dog Off-Leash Area
There were mixed views on establishing a dog off-leash area within Chaplin Park. Given the
apparent demand from dog owners and the available space within the park, the Foreshore Plan
supports creation of a new fenced off-leash area. An indicative location is shown to the east of
the Mill Street slipway. This approach raises infrastructure and financial implications for Council
that require further planning.
