SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 DECEMBER 2017

New Wedding Chapel
Wedding industry representatives sought construction of a public wedding chapel to provide an
all-weather Council venue for ceremonies, with Chaplin Park the suggested location. There was
little community support for construction of a new chapel, however, an improved roofed structure
(to replace an existing shelter in the northeast of Chaplin Park) is proposed to provide a multi-use
all-weather location for a range of events and would be subject to a booking process.
New Noosa Outrigger Lease Area and Clubhouse
The Noosa Outrigger Club currently has a permit to occupy a portion of Chaplin Park for it to
store boats and equipment. The Club seeks an expanded area under a formal lease
arrangement to allow it to access grant funding and construct a clubhouse and storage building.
The historic approach of sporting clubs constructing individual clubhouses has shown to be
problematic in Noosa and many other areas, principally due to maintenance costs. A
contemporary approach of consolidating facilities is widely accepted as the more sustainable
model and strongly preferred by Council Community Development officers. The Outrigger Club’s
request to create a new lease area would mean the loss of further valued public open space,
conflict with the Foreshore Plan’s land use principles and is not supported.
Consolidated Multi-Use Precinct at Noosa Yacht Club
In addition to the Outrigger Club’s requests, the Noosa Yacht and Rowing Club (NYRC) has
indicated a desire to expand and it is likely other groups, such as the coastal rowers or other
emerging water sports, will also seek facilities. The Foreshore Plan identifies an opportunity to
consolidate these sporting uses around the NYRC building (see precinct map extract below).
