SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 DECEMBER 2017
The NYRC’s current lease area is generally limited to the existing building footprint but its storage
and back-of-house activities have historically extended over a larger area that includes the rear
carpark and adjacent land. Whilst the area forms part of the recreation reserve, it has been
unable to be used by the public for recreation purposes and suffers from poor amenity. The
concept of a new multi-use water sports precinct would allow:
Efficient land use via the creation of planned storage and manoeuvring areas to meet the
needs of multiple users and watercraft;
New opportunities for clubs to expand, improve and to access funding.
A planned and collaborative approach to improving the amenity of the area surrounding the
NYRC;
Completion of missing pathway links around the existing club building; and
Improved public use and activation of the area and increased patronage at the club building.
Whilst the precinct approach poses clear benefits, it would be a significant master planning
project in itself and would need to address challenges that include:
Accommodating storage, manoeuvring and clubhouse needs within a limited area subject to
various constraints (such as location of existing toilet buildings, vegetation and road access);
Adequacy of existing and future access to the water for a range of craft;
Parking and access needs for an increased number of users; and
Sustained support and cooperation of key stakeholders over a likely delivery period of 5 -10+
years.
Infrastructure implications of the new precinct approach are further discussed later in this report.
Noosa Waterfront Restaurant Lease
Noosa Waterfront Restaurant (NWR) seeks ongoing rights to use 102m2 of recreation reserve
land adjacent to its premises to allow it to conduct functions. A detailed report on the matter was
considered at Council’s April round of meetings. Ongoing use of the area was not supported by
Council at that time but the business was advised it should make a formal submission to the
Foreshore Plan to allow further consideration. NWR’s submission is included as Attachment 2.
It suggests five options to allow it to use the area but Council officers have previously confirmed
that formal tenure and a development approval for the function centre use are required to allow
the ongoing use. Providing NWR tenure over the recreation reserve land is not supported for the
following reasons:
Community feedback opposed businesses expanding commercial activities onto the
foreshore;
An application to DNRM seeking consent for the commercial use would be inconsistent with
the foreshore's status as a reserve for recreation and is generally not supported by DNRM
policy; and
If it were to consider making an application to DNRM for consent for a commercial lease (or
other form of tenure), Council must be satisfied the lease would not create unintended
consequences along the foreshore. It is anticipated that if a lease was granted to the
Waterfront Restaurant a precedent would be set for commercial jetty leaseholders resulting in
further lease applications which, if approved, would decrease the community’s access to the
foreshore for recreation purposes (which is the prescribed purpose of the land).
The Foreshore Plan proposes to continue to allow couples to conduct wedding ceremonies in the
area beside Noosa Waterfront Restaurant but does not support ongoing commercial use of the
recreation reserve land in any location.
