SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 DECEMBER 2017
Markets
Markets represent a very challenging issue on the foreshore. Community feedback was divided
but included reasonably strong support for the market use, as well as for increasing activities and
entertainment on the foreshore. There is little doubt a market could attract strong patronage but
the foreshore parks are highly constrained in regard to available underutilised space, parking
availability and manoeuvring space. The Draft Foreshore Plan adopts the view that the foreshore
is already highly utilised and a regular market would be better suited to an area requiring
additional activation. The market use is only supported on the foreshore as one-off events,
subject to formal Council approval on a case-by-case basis.
Fitness Operators
The foreshore is popular location for fitness trainers but community feedback indicated a
preference for not allowing fitness operators to increase in numbers and that they be better
regulated. The Foreshore Plan recommends:
Fitness operators continue to be supported on the foreshore;
The number of fitness trainers permitted be reduced in some precincts;
Council undertake a regular compliance program to ensure non-permitted operators do not
use the foreshore, permit holders comply with permit conditions and display their permit; and
Future permits focus on alternate locations, such as sports grounds, to ease pressures on the
foreshore.
Kiosks and Coffee Sales
Community feedback about coffee sales from commercial jetties indicated broad acceptance of
these businesses, provided they remain small scale and do not encroach onto public open
spaces. Similarly, Noosa’s Commercial Boatman’s Association, which represents the majority of
the jetty businesses, supports all uses remaining within lease areas and requests clearly defined
limits on food and beverage businesses. The Draft Foreshore Plan proposes to acknowledge
coffee businesses as ongoing minor retail components of commercial jetties, which have
historically sold bait, ice, cold drinks, etc.
A new kiosk term is proposed to be incorporated in Noosa’s new planning scheme to allow minor
ancillary food and drink businesses. The kiosk use is drafted to read:
A single kiosk is permissible for each commercial lease, where it is a small-scale ancillary
component of marine facilities uses within the lease. Retail sales are limited to non-alcoholic
drinks (including coffee), refreshments and snacks. Meals are not provided and there is no on-
site food preparation. Gross floor area is limited to 10m2. Seating for a maximum of 10 people
may be provided, which must be wholly located within the lease area.
By addressing the kiosk issue the Foreshore Plan aims to communicate Council’s view of that
commercial use, provide clarity for operators, provide direction for Noosa’s new planning scheme
and inform future dealings with DNRM about its lessees.
