ii. No additional surcharge due to the new stormwater works, or only controlled
surcharge in accordance with the requirements of QUDM.
iii. CCTV investigation and field inspection report of the existing downstream system
extending to Emerald Street must be submitted to Council to demonstrate that
the downstream system is in good condition and all required repair or
                  improvements works are identified.
      d. where necessary, undertaking upgrade or improvement works on the receiving
stormwater drainage system to ensure the overall stormwater drainage system
functions in accordance with the requirements of QUDM and/or to the satisfaction of
           Council.
This condition is imposed pursuant to s665 of the Sustainable Planning Act 2009 being non-
      trunk infrastructure.
      Stormwater Quality and Sensitive Design
36. The site must be provided with a stormwater drainage system connecting to a lawful point of
discharge. The works must be undertaken in accordance with an Operational Works
approval, The Noosa Plan, The Queensland State Planning Policy and the Queensland
      Urban Drainage Manual.
37. A stormwater quality treatment system to achieve the pollution reduction target of 90%
reduction in Gross pollutants, 80% reduction in Total Suspended Solids, 60% reduction in
Total Phosphorous and 45% reduction in total Nitrogen, compared to an unmitigated site
must be provided for the development. The design to achieve this must obtain Operational
      Works approval and include:
      a. stormwater quality treatment devices of a capacity and location generally in
accordance with those shown in section 5c-f of the of the Proposed Supermarket
Development Engineering Report & Stormwater Management Plan Rev C
      b. RPEQ certification that the proposed proprietary device is consistent with the

      c. the stormwater design must:
           i. be in accordance with the endorsed design guide relevant to the stormwater
                  quality treatment devices
ii. incorporate a high flow bypass if peak flows into the system exceed 50L/s (or as
otherwise relevant for the stormwater quality treatment devices)
iii. be provided with energy dissipation to prevent re-suspension of accumulated
                  sediment
      d. be designed such that the siphon activates following a 5mm rainfall event over the
catchment area of the device, or other equivalent activation relevant for the stormwater
           quality treatment devices.
38. All stormwater quality treatment devices must be routinely checked, serviced and cleaned in
accordance with the manufacturer’s recommendations. Records of all maintenance activities
undertaken must be kept and made available to Council upon request. Where replacement
cartridges or other necessary components for the system become unavailable, an alternative
system is required to be retrofitted into the development to achieve an equivalent pollutant
      reduction outcome.
39. Prior to commencement of use, a copy of a signed supply agreement between the site
operator and the stormwater filtration system supplier for the replacement of the stormwater
quality treatment device cartridges must be provided to Council. The supply agreement must
be for at least ten (10) replacement events.
