PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 31 MARCH 2015

The fleet team has faced a number of challenges keeping plant and fleet operational given the
age and condition of the current fleet, with major maintenance required that has resulted in
downtime for a number of plant items. Fortunately the Civil Operations branch has been very co-
operative in ensuring that workarounds have been able to be implemented with only minor
impacts to service levels.

Further assessments of plant and fleet condition have been progressively undertaken by the
Fleet team, to update the initial assessments undertaken in early 2014, and also provide a firm
forecast for the 2015/16 budget. It should be noted that Council currently leases the majority of
its vehicle fleet (i.e. utes, sedans) which is a legacy of de-amalgamation. A strategy to replace
these leases with owned vehicles to reduce the overall cost to Council is currently being
implemented.

Replacement Program 2014/15 Budget

The 2014/15 budget included a plant and fleet replacement budget of $1.7 million. Some juggling
of the program has been required to accommodate operational requirements (i.e. purchase of a
vehicle for the electrician) as well as replacing damaged plant (i.e. roller). A thorough review has
also been undertaken of all existing plant and equipment, and to date 100 items have been sold
at auction recouping $200,000 in sale proceeds.

The table below outlines the status for each item included to be replaced in the program. $475k
of the budget has been expended replacing 6 items. The remaining $1.2 million will be spent or
committed before 30 June 2015 (note that plant and vehicle specification development has been
hampered by the recent focus by the Procurement and Fleet manager on assisting with
streamlining the delivery of infrastructure capital projects).
