PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 25 MARCH 2014

It is proposed that Council establish a Performance Review Committee to conduct the annual
performance appraisal of the Chief Executive Officer, and to participate with the Chief Executive
Officer in the annual performance appraisal of Council’s Directors (once permanent appointments
have been made).

The Performance Review Committee would be Chaired by the Mayor and membership would
include one other Councillor. It is suggested that the relevant Committee Chair would also
participate in the appraisals of the Directors.

2.     Local Disaster Management Group

Under the Disaster Management Act 2009 (Section 29), Local Governments are required to
establish a Local Disaster Management Group to coordinate Council’s disaster management
function. This Group was established during the transfer process to ensure the appropriate
appointments were in place should a disaster event occur within the first few months of the new
Council’s operation.

The following Councillor appointments to this Committee were made by the Transfer Manager:

 Cr Bob Abbot – Chair
 Cr Noel Playford – Deputy Chair
 Cr Tony Wellington – Deputy Chair

This report makes a recommendation which confirms these appointments.

3.     Council of Mayors (SEQ)

The Council of Mayors (SEQ) was created by the Mayors of South East Queensland to provide a
vehicle for the Councils of the SEQ region to work together, and to collectively work more
effectively with both State and Federal Governments.

In early February 2014, the Mayor accepted an invitation from the Chairman of the Council of
Mayors (SEQ) for Noosa Council to become a member of their organisation up until 30 June
2014. As a result of discussions during the de-amalgamation period, it was determined that there
would be no membership fee charged to Noosa Council for this financial year.

Membership of the Council of Mayors (SEQ) is restricted to the Mayors of each SEQ Council.
However the Council of Mayors (SEQ) also has in place the following Committees and
Taskforces of which Council may nominate both Councillor and Officer representatives:

    Regional Plan and Growth Management Committee;
    Infrastructure Committee;
    Environment & Sustainability Committee;
    Rural Communities Taskforce; and
    Planning Reform Taskforce.

Given that Council is yet to determine whether it will continue its membership on the Council of
Mayors (SEQ) beyond 30 June 2014, it is suggested that no Council representatives be
nominated to these groups at this point in time.

Consideration of whether our Council should continue membership of the Council of Mayors
(SEQ) beyond 30 June 2014 can be made during the budget process as the cost/benefit is
considered. If we continue membership, we can populate the Committees and Taskforces as
required.

                                                                                Page 228 of 231
