RE: Response to Info Request – 215 David Low Way, Peregian Beach The FDI is one of the variables used to assist in determining Bushfire Attach Levels (BAL) to the facades of proposed buildings however, to which corresponding construction safety standards are applied. As recommended in the approved Bushfire Management Plan (DFS Group 2015), an assessment of the required construction standards for development within the balance area of the site should be completed by an experienced consultant/designer at the time of detailed building design, in accordance with AS 3959-2009. This assessment of BAL should utilise the latest SPP Fireline Intensity Model (CSIRO) using an FDI of 48 as requested by Council. It is worth noting that according to the McArthur FFDI, the previously accepted FDI of 40 for Queensland (as per AS 3959- 2009) and the latest FDI of 48 for South-east Queenalnd are both in the same Fire Danger Rating Category of Very High. Item 23 Provide further detail on the safe access/egress of residents, visitors, vehicles and emergency personnel and equipment in the event of a bushfire within the proposed asset protection zone. It is recommended written assessment by QFES of the document is provided to assist with the appraisal. Response It is considered that the requested detailed design elements and written assessment by QFES are premature at the MCU/REC stage. These details should be conditioned to be provided at the detailed design stage of the Development Application. Item 24 Provide further information on the location of Unit 10 within the proposed asset protection zone or alternatively, provide information relating to the development that meets The Noosa Plan Outcome 4 of the Natural Hazards Overlay Code for Bushfire Hazard Area. Response As previously discussed, the approved BMP (DFS Group 2015) included an assessment of compliance with the Overlay Code and suggested that the proposed development of the site was "generally in accordance" with the code. It is understood that a relaxation of the approved 15m wide APZ (i.e. 5m outer APZ and 10m inner APZ) is now sought for dwelling No. 10. It is proposed to locate a portion of dwelling 10 within the 10m wide inner APZ. The proposed inner APZ for this dwelling will be approx. 7.5 – 8m wide (refer Attachment 1 – Sprout Architects drawing No. 16003 SD32 Revision C) . Queensland has adopted the Australian Standard for the Construction of Buildings in Bushfire Prone Areas - AS3959 – 2009. AS 3959-2009 sets out the requirements for the construction of buildings in bushfire prone areas in order to improve their safety when they are subjected to burning debris, radiant heat or flame contact generated from a bushfire. In accordance with the approved BMP, an assessment of the required construction standards for development within the balance area of the site should be completed by an experienced consultant/designer at the time of detailed building design, in accordance with AS 3959-2009.
