Utilising the planning zone maps of the Noosa Plan to identify other appropriate sites within the region
which may have the possibility to accommodate the proposed development, Urban Economics has had
consideration for the following sites:
• Lots 6 & 7 on SP178340 (Links Drv, Noosa Heads)
o 5.44ha
o Zoned Semi-attached housing
o Approved development for 44 residential dwellings
• Lot 71 on MCH2854 (2 David Low Way, Castaways Beach)
o 9,677m2
o Zoned Detached housing
Further to the identification of other sites, it is considered that the appropriateness of these sites should
also consider their availability and viability to support comparable development. It is Urban Economics’s
opinion that there are no sites that are readily available and would viably support the proposed
development in contributing to the development of affordable short term accommodation and in
delivering housing choice. The need to amalgamate multiple lots in order to create a development site is
also considered inappropriate for the identification of comparable sites.
The ‘New Noosa Shire Plan Discussion Paper’ indicates the intention to “Protect land for future visitor
accommodation at Noosa Springs and Settlers Cove”. Urban Economics recognises the trend for these
‘resort’ facilities to be absorbed by residents for permanent accommodation; particularly by downsizers
and retirees of the region indicative of the underlying demand for alternative housing forms. Whilst some
capacity for development is noted within these resorts, the type of short-term accommodation that would
be/is provided, the location of these facilities and the occupation by residents limits their comparability
to the proposed development and more particularly, the establishing sections of both Noosa Springs and
Settlers Cove in particular are targeted at permanent residents rather than the short stay market.
Essence of Peregian is intended to incorporate both short term and permanent resident dwellings in
delivering a mix of short term accommodation and lifestyle facilities proximate to Peregian Beach and the
Peregian Beach Village.
It is concluded that there are no other sites available which are equally or more appropriate than the
subject site for the proposed development in Peregian Beach and indeed in the wider Noosa region.
