5. The ability for other sites within the region to provide additional permanent residential dwellings to cater
for projected population growth in Peregian Beach.
The potential for development of short-term accommodation and residential dwellings within the Noosa
Shire is limited. This potential is linked to a range of factors such as the limited availability of developable
land and the planned ‘population cap’ of the Noosa Shire.
Urban Economics notes the outcomes of community consultation within The New Noosa Plan Discussion
Paper which outlines the intentions to limit urban sprawl, encourage increased housing choice and
diversity within ‘infill’ sites; and to better meet the needs of the ageing community. The proposed
development reflects these intentions by developing permanent residential within Peregian Beach,
proximate to the Peregian Beach Village Centre and offering opportunities for residents to downsize from
their homes but remaining close to lifestyle facilities and services.
The Noosa Plan includes the provision for more intense development within the ‘Semi-attached housing’
zone of Peregian Beach which focuses along David Low Way and within the Peregian Esplanade precinct.
As discussed in Item Four of this Response, the appropriateness and ability of these sites is limited by
availability, scale and viability to accommodate the proposed development in its entirety and with the
associated integration with the Peregian Beach Village, retailing and recreational facilities. More
particularly, there are a range of uses that have developed on semi-attached housing land to the west of
the David Low Way including offices, the Peregian Beach hotel and Community Centre reflecting a
disconnect between the intent and capacity to accommodate semi-attached housing opportunities such
as the proposed development. The subject site includes these semi-attached housing zone lands, which
are appropriate for permanent residential dwellings.
Similarly, the Queensland Government Statistician’s Office (QGSO) Broadhectare Study for Noosa
identifies no residential development areas within the Shire’s Eastern Beaches, with the most proximate
areas in Noosa including the existing Settler’s Cove development and within areas of the Noosaville
activity centre which are emerging as a business and enterprise area.
6. The demand for this type of short stay and permanent resident accommodation to be established and the
supply of existing facilities to be fully examined
The supply of existing commercial accommodation within Peregian Beach is listed within the Economic
Needs Analysis as well as the known provision of holiday rental and other casual short-stay facilities
(Section 3.3.1).
