2 David Low Way - Attachment 5 - Traffic Engineering Report - TTM 10-8-17
Attached to the e-mail Reconfiguration of a Lot (1 lot into 6) - RAL17/0501.
4 Access Arrangements
4.1 Existing Access Arrangements
Inspection of the site and preliminary checks of sight distance indicate that with respect to the existing
vehicular access:
There is sub-standard sight distance to southbound traffic (less than 75m)
This section of David Low Way does not have any driveways within 700m to the north or south and
other driveways beyond this are clearly visible, whereas the existing driveway to the subject site is
not clearly visible due to a) a local crest which limits visibility for northbound movements, and b)
vegetation and shadowing which limit visibility for southbound movements. As such, the current
driveway location is unexpected for drivers passing the site.
The existing driveway width (4-4.5m) is not compliant for the proposed development
If widening of David Low Way to facilitate a BAR/BAL treatment (in this location) is required, there
would likely be an impact on the protection structure of the adjacent bridge to the north
4.2 Proposed Access Arrangements and External Works
Given the issues with the existing driveway location, it is proposed that the driveway be relocated
approximately 30m to the south, which will:
improve visibility of the driveway to passing motorists
Improve sight distances, to provide compliance with Probable Solution S1.1 of the Driveways and Car
Parking Code (ie 97m in accordance with Australian Standard AS2890.1)
Reduce conflicts with the adjacent pedestrian path
Allow BAR/BAL treatments to be implemented with fewer works in the road reserve than the current
location
Additionally, it is suggested that the installation of ‘concealed driveway’ signage on David Low Way may be
appropriate.
It is proposed that the form of the driveway crossover be a 7.0m wide Type B2 in accordance with IPWEAQ
drawing RS-051.
With respect to potential turn treatments on David Low Way, whilst TMR turn warrants are not specifically
relevant in this location, given that this section of David Low Way is under the auspices of Noosa Council,
they have been referenced in the absence of other guidelines.
It is estimated that the six proposed dwellings will generate up to 6vph (2-way) in each of the AM and PM
peak hours, resulting in up to 3vph turning both left / right out of the site in the morning, and up to 3vph
turning both left / right into the site in the afternoon. Based on strict application of the TMR guidelines,
these turn volumes require basic left (BAL) and right (BAR) turn treatments.
