Plate 10 – Regrowth vegetation and weeds in previously cleared area
3.6 EXTENT OF CLEARING IMPACT
A bushfire attack level assessment prepared by Bushfire Risk Reducers (24 April 2024) assessed
the bushfire characteristics on site and determined minimum bushfire setback distances between
the proposed dwelling and adjacent hazardous vegetation to achieve a BAL 29 building rating. An
asset protection zone has been included in the design to accommodate this setback distance, and
to mitigate the risk of impacts associated with bushfire.
While the proposed dwelling and larger shed will be situated on the central ridgeline in an area
that has previously been subject to clearing, minor clearing of adjacent mature vegetation is
required. Vegetation clearing is required to accommodate the asset protection zone associated
with the new residence as well as the establishment of clear zones around the two new sheds to
avoid the new steel based structures being located in the calculated flame zone. The bushfire
attack level assessment concluded that the proposed dwelling requires a minimum setback
distance of 24m to the west and 20m to the east to achieve a BAL 29 building rating.
While State requirements will necessitate a clear zone surrounding the dwelling to achieve a
29kW/m2 radiant heat energy exposure, the same requirements do not apply to the proposed
sheds. While there will be required to be some setback between the proposed sheds and the
surrounding vegetation, for this assessment, the extent of clearing has been limited to the
distance to achieve a radiant heat energy exposure of 40kW/m2. For the smaller shed at the
northern end of the allotment, this equates to 10m to the west, 15m to the south, 13m to the
north and 13m to the east. For the larger shed, this equates to 18m to the west, 10m to the north
and 15m to the east, with land to the south already cleared.
Minor clearing is also proposed in several locations on the edge of the previously clearing area,
south of the proposed residence in order to access existing soil stockpiles from historical
extractive industry. Topsoil historically stockpiled on site is intended to be used for site
rehabilitation. The stockpile areas do not intersect mapped remnant vegetation or core koala
habitat however they do intersect Council’s mapping overlay.
