GENERAL COMMITTEE MEETING AGENDA 18 FEBRUARY 2019

REPORT
A report on this application was prepared for the Planning and Environment Committee meeting
on 12 February 2019 recommending that a Preliminary Approval be issued due to concerns
about retention of vegetation and building design issues. Since the closing of the agenda for the
Planning and Environment Committee meeting further discussions were had with the applicant.
The applicant subsequently lodged amended plans with Council to address the issues raised by
officers. This further report provides an outline of the changes and amended plans are provided
at Attachment 1.
Street trees
The key reason for officers recommending a preliminary approval was to ensure the retention of
3 Eucalyptus tereticornis trees in the Olivine Street frontage. The preliminary approval was
recommended as the impact of retaining the trees on the development layout and yield was
unclear. The amended plans provided by the applicant include revisions to the site layout and
provide for the retention of the tress.
Review of Amended Plans
Layout
The amended site layout includes only 1 vehicle access from Kauri Street and 2 from Olivine
Street, whereas the original development proposed 2 vehicle accesses off Kauri Street and 1 off
Olivine Street. The new layout does not raise any traffic concerns, allows for the 3 subject trees
to be retained and provides a garden suitable for a shade canopy tree to be planted at the ‘Y’
junction internal to the site. The previous and proposed layouts are provided below in Figure 1 for
comparison.
