20.   The results show similarity between the two surveys. It is noted that the golf greens at the Noosa Springs golf
      course were being reconditioned during the first two weeks of the 2022 survey. The final weekend was impacted
      by flooding in the Noosa Area (2022 SEQ floods). Nevertheless, I consider the results of the surveys to be
      sufficiently similar with no significant behaviour changes with respect to users of the carpark. Notably, there is
      no significant increase observed from 2017 to 2022.
21.   Both surveys show that parking is significantly under-utilised. The peak parking times are midday, on a
      weekday, with weekend midday parking by and large less than midday parking from Mon-Fri. Parking at 3PM
      is the next busiest, with parking demand at 7AM and 7PM being the lowest.
22.   It is noted that in the case of the proposed hotel, it is likely that parking demand will be focussed on “overnight”
      parking. The operations of the hotel required guests to checkout before a certain time and check-in after a
      certain time (say 10am and 2pm respectively) as this gives an opportunity for the hotel to service the room
      between guests. As such, most guests who are departing will leave well before the midday peak and arriving
      guests will predominantly arrive some time after the Midday peak, and often after the 3PM period. For a resort,
      it is expected that weekends will be the highest demand times, with guests arriving on Friday evening and
      departing on Sundays.
23.   The expected peak parking of the hotel synchronises well with the existing uses. The survey data demonstrates
      that the existing uses have heir highest parking demand during the middle of the day on weekdays and as
      noted, the hotel will have its highest parking demand overnight on weekends. This is an efficient use of
      infrastructure.
