PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA                                            11 OCTOBER 2016


In September 2016, Council resolved to prepare a new planning scheme.

That Council note the report by the Planning Scheme Project Manager to the Planning &
Environment Committee Meeting dated 6 September 2016 in relation to the proposal to prepare a
New Planning Scheme and:
A.     Endorse the document The Noosa Plan 2006 - Ten Year Review as provided at
       Attachment 1 to the report;
B.     Propose to prepare a new Planning Scheme for the whole of Noosa Shire;
C.     Authorise the Chief Executive Officer to prepare a Statement about State Interests; and
D.     Advise the Minister of this decision.


Finance & Risk
Costs associated with production of the Discussion Paper and undertaking community
engagement are estimated at $9,000. These are in addition to staff time.
There are no risks seen in engaging the community about a new Noosa Plan prior to its drafting.
Engaging the community at this stage of preparing a new Noosa Plan is not mandatory. The risks
of not engaging with the community prior to preparing the new Noosa Plan relate to the lack of
knowledge about current community views on the general future of planning and development in
Noosa. Also Council would lack the more detailed feedback that is anticipated on the various
themes and localities addressed in the Discussion Paper.


Consultation
External Consultation - Community & Stakeholder
Nil. This report is intended to enable Council to commence community engagement as a
preliminary step to preparing a new Noosa Plan.


Internal Consultation
A Project Working Group was established to facilitate corporate input to the Discussion Paper
and community engagement. Several branches within Council were represented.
