3.2      Background Noise Assessment
A background noise assessment was conducted in June 2024 and September 2024. The
background noise assessment was conducted in accordance with Guideline 51 and involved:

    •    Identification of measurement locations which are representative of the acoustic
         environment at each of the identified sensitive receptors.
    •    Undertaking of background noise measurements at times required of the Guideline 51
         procedure. Measurements were taken at the quietest times identified within each of the
         time periods between 10am and 12am.
    •    Measured background noise levels were used to inform noise limits at the sensitive
         receptors for the time periods required by OLGR.


3.3      Impact Assessment
Noise impacts at sensitive receptors were determined through onsite noise testing and
calculations. Noise testing was undertaken at the licensed premises over two dates, 01 July 2024
and 22 July 2024. In accordance with Guideline 51, the noise assessment involved:

    •    Simulation of amplified entertainment noise at the venue through playback of a musical
         ‘test track’ through each of the venue’s sound systems and proposed entertainment areas.
    •    Configuration of the venue to set all operable doors and windows open, to assess a worst-
         case scenario for noise generation.
    •    Measurement of noise levels during playback of the test track at various internal and
         external measurement locations, including locations representative of noise levels
         received at or towards the sensitive receptors, as required by the Guideline 51 procedure.
    •    Prediction of noise generated by patrons in each of the licensed areas using a prediction
         model accepted by OLGR, Prediction of Noise from Small to Medium Sized Crowds, 2011
         (M.J Hayne, et al).
