Overview of waste management contracts

New waste contracts - tender process update
The Waste Management Tender 1516T043 was advertised for release to the public via ‘LG
Tenderbox’ on Saturday 2 July 2016. A significant number of tender inquiries have been
received requesting explanation of the specification documents, which is normal for a complex
waste management tender.
Tenderers were invited to a Council tour of the three waste management facilities on 19 July
2016. The tour was followed by a detailed presentation on Council’s future waste management
philosophy and strategy. Council’s probity auditor attended the tour and tender briefing and will
also attend some of the tender evaluation meetings.
The tender period closes on 30 August 2016 giving tenderers two months to prepare.
Prospective tenderers reported at the tender briefing that this period was satisfactory, despite the
fact that the Brisbane City Council tender has also recently been released.
An evaluation team consisting of 2 WMS officers and a procurement officer will review the
tenders. The intention is to have a decision from Council by December 2016, allowing the
successful tenderer to mobilize the contract, purchase plant and equipment, construct office
accommodation on the landfill if required, and commence servicing on 1 September 2017.

Other contracts
    Council has recently awarded the contract for liquid waste collection to Suttons.
    The contract for crushing, screening and pulverizing of concrete and the processing of
      6,000+ cubic meters of stockpiled material has been awarded Rosenlund Contracting Pty
      Ltd.
    The contract for environmental monitoring of Council’s waste facilities will shortly be going
      out to tender. The specifications for this contract have to be re-written to reflect Council’s
      recently approved Receiving Environment Monitoring Program.
    The green waste processing contract held by ARG has been extended for a further 12
      months.

Landfill Management
    Cell 2.2. was commissioned in early 2016, beginning with the placement of a controlled
      select layer of waste to eliminate the risk of damage to the cell liner. The cell is now fully
      operational and receiving all types of waste except for asbestos.
    WMS has completed a number of capital works projects over the last 12 months including:
      commissioning Cell 2.2; concrete upgrades of the internal entry road around the
      weighbridge; and constructing a shaded area for Briteside Industries (mattress
      deconstruction).
    WMS commenced initial recapping works of the old Pomona landfill site with clay disposed
      of onsite free of charge from the Rifle Street flood mitigation project.

Hastings Street Collection Issues
Council and Cleanaway have successfully completed a 6am trial collection run in Hastings Street
using a split service vehicle to collect refuse, recycling and street litter. The aim of the trial was to
improve safety and at the same time reduce noise and traffic impact. The trial was run in May
and June 2016 and Council actively engaged the Hasting Street Association who collated
feedback from the various stake holders.
