SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 9 AUGUST 2016

Litter and Dumping

Street litter
Council purchased a Big Belly Solar bin and is in the process of trialling it in several locations.
These bins are being used in several East Coast townships and Melbourne City and are reported
to reduce the collection costs. They are fitted with a small compactor and smarts that allow it to
communicate its usage. The bin has so far performed adequately in two trial locations (Hastings
Street and Tewantin PO) although problems with discharge of liquids on to the footpath occurred
when operating on Hastings Street. To date it has not demonstrated an ability to reduce
collections in these locations. It will be further used in some country locations before being fully
evaluated.

Illegal dumping
Camera surveillance of dumping hot spots has continued with six cameras continually deployed
around the known dumping hotspots. There appears to have been some effect in areas such as
Beckmans Road where signs have also been used to remind visitors that the community have
cleaned up the area and are continually monitoring it.
There appears to be an increase in items left in parks and on residential footpaths. This trend is
also reported in major city councils. Council’s approach to these items is to attach illegal
dumping signage and then remove the item (if it is still there) after a few days. Depending on the
location it has had reasonable success.
Dumping of garden waste/vegetation in parks and open space areas has continued to increase.
In most instances WMS have not been able to identify those responsible with any degree of
certainty. It is anticipated that this type of dumping will decrease with the introduction of
mandatory green garden waste bins.
In the 2016FY WMS issued 7 show cause notices, 8 clean up notices, 5 formal warnings and 4
PINs (fines).
