Council received three submissions for this activity.
Go Ride a Wave Pty Ltd (trading as Noosa Surf Lessons and Go Ride a Wave) is the existing permit
holder and has conducted surf lessons for approximately 15 years on Noosa Main Beach West, on
the Gold Coast since 2004 and Victoria since 1987. The respondent provided a thorough submission
which fully addressed the assessable criteria. The respondent demonstrated an extensive track
record and high levels of capital investment. The respondent’s contribution to the local community,
the local economy and the number of relevant industry affiliations was also of a high standard. The
respondent has provided a professional service to the community over the permit term and there
have been no significant compliance issues regarding the permit holder’s performance over the
previous permit term.
Kayak Hire and Tours –Noosa Main Beach West
Council received no submissions for this activity.
Noosa Ocean Kayak Tours and Hire is the existing permit holder and, whilst the company tendered
submissions for other permit activities, it chose not to tender for this activity. Council staff noted in
the February report there had been a low level of activity under this permit. Notably, the submissions
made by the recommended permittees for the beach hire businesses include provision of 12+ kayaks
available for hire. Permittees will also have the option to provide more kayaks in future should
demand increase. Given the lack of submissions for this permit it is recommended the permit be
discontinued.
Beach Equipment Hire – Main Beach
Council received four submissions for his activity.
Noosa Beach Surf Hire is the existing permit holder and has operated beach hire activities on Manly
Beach since 1992 and Bondi Beach since 2009. The respondent provided a thorough, well written
submission that fully addressed the assessable criteria. The respondent demonstrated an extensive
track record in the industry and appropriate levels of capital investment. The respondent’s
contribution to the local community, the local economy and the number of relevant industry affiliations
were also of a very high standard. The respondent has provided a professional service to the
community over the permit term and there have been no significant compliance issues regarding the
permit holder’s performance over the previous permit term.
Beach Equipment Hire –Noosa Main Beach West

Snacks and Drinks Refreshment Van – First Point
Council received two submissions for his activity.
Noosa Frenzy Ice Cream is the existing permit holder and has operated the refreshment van at First
Point for 27 years. Its submission was of a very high standard and demonstrated an excellent track
record and understanding of the activity’s needs, which fully addressed the assessable criteria. The
business has provided a professional service to the community over the previous permit term and
