MCU25/0119 - Application For Material Change Of Use Of Premises To Establish Indoor Sport And Recreation At 26 Eenie Creek Road, Noosaville · Attachment 2 - (MCU25 0119) - Planning Officers Report
GENERAL COMMITTEE MEETING REPORT 7 JULY 2026 practitioners creates a complementary health and wellness cluster. This integrated approach is consistent with the strategic intent to encourage industry clustering and efficient use of existing approved floor space within the Noosa Business Centre. In terms of community wellbeing, the development enhances accessibility to a broad range of health, fitness and recovery services within a single, centrally located facility. The co-location of services improves convenience and supports the delivery of multi-purpose, shared spaces, consistent with the planning scheme’s objectives for vibrant and inclusive activity centres. It also reinforces the role of the Noosa Business Centre as a key hub for health and community services. While the proposed change of use from Medical Centre and Office to Indoor Sport and Recreation may be perceived as reducing the availability of allied health space, it is noted that there is an established network of medical and allied health facilities within Noosaville and the wider Noosa Shire. These include the Mary Street precinct, Goodchap Street Medical Centre, and the Noosa Specialist Medical Centre on Hofmann Drive, which collectively continue to meet community demand for medical and allied health services. Overall, the proposal represents an appropriate and compatible use within the Major Centre Zone, activating existing upper-level floor space without adverse impacts on surrounding tenancies or amenity. It strengthens the diversity of land uses within the centre, supports employment opportunities, and aligns with the strategic outcomes for a resilient economy, healthy community, and well-functioning activity centres. 4.3.2 Noosaville Local Plan The subject site is located within the Noosaville Local Plan Area and is situated within the Noosa Business Centre off Eenie Creek Road, is a Major regional activity centre identified in the South East Queensland Regional Plan 2017 providing a wide range of centre activities to meet the local needs of communities across Noosa Shire. The subject site is located within the Major Centre Zone, Noosa Business Centre – Showroom Precinct. The subject site is identified within the Noosa Business Centre Framework and Character Plan. The existing building is architecturally designed and has been recently constructed and is taken to be reflective of the Noosaville Local Plan design requirements. No changes are proposed to the existing building’s presentation or the established landscaping. Importantly, the proposed development will relate to the upper level of the existing building, and all signage will be guided by Council’s Local Law for Advertising Devices. The development maintains compliance with the Noosaville Local Plan. 4.3.3 Major Centre Zone Code The proposed development is located within the Showroom Precinct of the Major Centre Zone at the established Noosa Business Centre. This precinct is intended to accommodate large format tenancies greater than 400m2, alongside complementary uses such as hardware and recreation. While the planning intent anticipates larger format floorplates, the existing approved tenancy sizes are significantly smaller. The proposed tenancies, ranging from approximately 77m² to 125m², were originally developed in accordance with an approval assessed under the Noosa Plan 2006, thus allowing for tenancies less than the 400m² sought under the current scheme. This means the existing tenancy layout does not align with the intended large format function of the precinct. As such, the development application is impact inconsistent due to the size of the tenancies being less than 400m2. However, the Noosa Plan identifies the Indoor Sport and Recreation (where located in a tenancy greater than 400m2) in this location to a consistent use subject to Code assessment. For context, the following land uses (where greater than 400m2 GFA) are consistent uses subject to Code assessment within the precinct. • Indoor Sport and Recreation
