GENERAL COMMITTEE MEETING REPORT 7 JULY 2026

     • Hardware and Trade Supplies
     • Veterinary Service
     • Community Care Centre
     • Community Use
     • Animal Keeping
Importantly, these smaller tenancies form part of an existing, approved development and are
designed to operate in conjunction with the primary medical uses within the building. In this
context, they are intended to function as ancillary office/medical spaces rather than
independent showroom tenancies.
The tenancies subject to this application have remained vacant since the building’s
construction. In response, the applicant proposes Indoor Sport and Recreation uses within the
upper-level tenancies to complement the established medical centre. This includes low-impact
health and wellness activities that are compatible with the existing use mix. The proposal
represents a pragmatic and appropriate use of the approved built form, supporting the
functional integration of health-related services within the centre.
4.3.4 Recreation Activities Code
The proposal has been reviewed against the Recreation Activities Code the purpose of which
is to ensure the recreation activities are developed in the context of the locality and character
to which they are located. Whilst the development is an inconsistent use due to not achieving
a minimum gross floor area of 400m2, where located within the Showroom Precinct within the
Major Centre Zone, the proposal does not result in the fragmentation of existing showroom
tenancies.
The applicant has provided an Economic Needs Assessment demonstrating the overriding
need for additional Indoor Sport and Recreation.
4.3.5 Works Codes
4.3.5.1 Driveways and Parking Code
Carparking
As previously discussed, the application relates to an existing building that includes a two-
storey basement car park, in addition to ground-level parking. In total, the development
provides 94 car parking spaces, 10 motorcycle spaces, together with a service vehicle (SRV)
loading bay and an ambulance bay.
No changes are proposed to the existing car parking or servicing arrangements. In assessing
the proposal under the Noosa Plan 2020, the prescribed parking rate for Indoor Sport and
Recreation (1 space per 20m²) is consistent with that for Health Care Services (1 space per
20m²). As such, the proposed use is not expected to generate any additional parking demand
beyond that already approved.
End-of-trip facilities
End-of-trip facilities were required to be provided as part of the existing development approval
for the site. These facilities are to be readily accessible to staff associated with the subject
tenancies.
