The applicant is proposing minor increases of plot ratio to a Multiple Dwelling Use and as such
does not comply with AO11 of the Medium Density Residential Zone Code. The proposal is
therefore required to comply with corresponding Performance Outcome PO11 of the Medium
Density Residential Zone Code, which states:
PO11 Plot ratio of development:
a. does not exceed 0.4:1; or
b. for small dwellings or for development which provides a ratio of at least three small
dwellings to one other dwelling, does not exceed 0.5:1.
The applicant is seeking minor retrospective increases to Plot Ratio resulting in an overall plot ratio
of 0.805:1 and as such does not comply with AO11 or PO11 of the Medium Density Residential
Zone Code, however noting the proposed changes are within the existing curtilage of only one of
the five existing units.
• The multiple dwelling units do not meet the small dwelling provisions outlined in PO11(b).
• The development includes:
• Three small dwelling units
• Two regular dwelling units
• Because the required ratio for small dwellings is not met:
• The additional plot ratio allowance of 0.5:1 cannot be applied.
• Therefore, the relevant benchmark plot ratio is 0.4:1.
• As a result, the proposal must be assessed against the Overall Outcomes of the Medium
Density Residential Zone Code, specifically in relation to plot ratio provisions.
The overall outcomes sought for the Medum density residential zone are as follows:-
a. Medium density residential neighbourhoods are predominantly home to permanent
residents.
b. The character of medium density residential neighbourhoods varies due to factors such
as proximity to beaches, the Noosa River, recreation spaces, centres, topography,
availability of views, the established vegetated character, the presence of visitor
accommodation and the age of development.
c. Development makes a positive contribution to the look and feel of residential
neighbourhoods by maintaining a low scale character with well designed buildings and
landscaping that enhance the streetscape.
d. New uses are located, designed and managed to be compatible with surrounding uses.
e. The intrusion of incompatible uses, or uses which are more appropriately
accommodated in other zones is avoided to protect land for dual occupancies,
community residences, rooming accommodation, multiple dwellings, retirement
and relocatable home park facilities.
f. Development caters for both the current and projected demographic and socio-
economic profile of the area, including one and two-person households, households
on low to moderate incomes and residents with reduced mobility.
g. Small dwellings and co-housing models are integrated within the medium density
residential built form to increase housing choice.
h. Short-term visitor accommodation is predominately provided through well-established
resorts and holiday units.
i. Home-based businesses provide for domestic workplaces and home-hosted guest
accommodation of a scale and intensity compatible with attached and semi-attached
living and the residential character and amenity of the surrounding area and locality.
