The retrospective enclosure and increase to plot ratio for Unit 5 complies with the overall outcomes
due to the following justification:
• The proposed exceedance relates to a minor increase in gross floor area within
the curtilage of an existing building, ensuring no change to the external built form or scale;
• The development remains compatible with surrounding uses, as no new structures or uses
are introduced;
• The existing building maintains the low-scale character of the neighbourhood, with no
adverse impact on the streetscape or visual amenity;
• The proposal supports the intent to retain land for multiple dwellings, aligning with the
zone’s purpose and avoiding intrusion of incompatible uses;
• The minor increase contributes to housing diversity, supporting the demographic needs
of one- and two-person households and residents with reduced mobility;
• The change does not affect the residential amenity, with no increase in traffic, noise, dust,
odour, or lighting impacts;
• The development remains well-connected to infrastructure, active transport networks, and
community facilities, consistent with the zone’s walkability and accessibility goals;
• The proposal respects land constraints, with no impact on topography, flood risk, or
bushfire hazard;
• Natural features and vegetation are unaffected, as the change is internal and within the
existing footprint;
• The minor exceedance is in keeping with the established character of the area, which
