PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 28 JANUARY 2014
Bicycle parking
Bicycle parking is proposed beside the tavern and under the commercial building and substantial
areas within Pinaroo Way providing opportunity to add more, which could be addressed at
operational works assessment stage.
Residential Uses Code
The residential unit building does not raise any significant conflicts with the code and conditions
may be applied to address hot water systems, visitor parking, waste and residential storage.
Driveways & Parking Code
The applicant submitted a Traffic Engineering assessment detailing car parking provision, which
has been reviewed by council officers and council’s consulting traffic engineer, Colin Beard. The
parking provision across the proposed allotments (including the existing shopping centre on Lot
54) can be summarised as follows:
Lot Description Generated Parking Provision
Parking
Demand
54 Noosa Fair Retail 405 spaces 382 spaces total on Lot 54
Shopping Centre
Lot 1 Tavern & Liquor 95 spaces 139 cars and 10 motorbikes (eq. 2 cars)
Outlet = 141 spaces total on Lot 1
Lot 2 Retail & 58 spaces 36 cars + 11 motorbikes (eq. 2 cars)
Commercial = 38 spaces total on Lot 2
Lot 3 Residential Units 33 spaces 33 spaces (39 actual spaces provided but
surplus ignored)
Sub-Total: 591 spaces 600 spaces
Pinaroo - 45 spaces approx. total (applicant’s plan)
Way Road
Reserve
Total: 645 spaces
Easements B & C are proposed over 43 spaces on Lot 1 to address demand generated on Lots
2 & 54 respectively.
The development provides sufficient carparks to meet the demand it generates, with a further
surplus of on-street parking of 45 spaces provided on Pinaroo Way (though some may be lost in
achieving a high quality streetscape). The proposed parking provision is acceptable when
considered in isolation but the net result for public parking in the area is a loss of at least 80
spaces.
Water Sensitive Design Code
The Integrated Water Management Plan submitted by the applicant has some aspects that must
be amended prior to approval but it is considered that the development can achieve the
requirements of the Code, subject to appropriate conditions.
Landscaping Code
The landscaping concept plans indicate the retention of some mature tree species, where
unaffected by the proposed works. The retention of trees to the Pinaroo park interface will
provide a mature vegetated buffer between the two uses, while permitting passive surveillance of
the park areas. The provision of advanced local native species to the Pinaroo Way would
enhance the natural landscape character of the area while providing additional biodiversity
values. The use of advanced plantings will soften the built form of the development, provide
shading to paved surfaces and assist in achieving the aims of the masterplan to deliver Pinaroo
Way as a green plaza.
