The applicant submits that the definition of Type 2 Production, alteration, repackaging, &
repairing as defined in the current Noosa Plan, is not appropriate for the site as it is too broad
and lacks detail in terms of impacts that may be acceptable.
The definition of Industrial Business Type 2 Production, alteration, repackaging & repairing is as
follows:
The use of premises for the production, manufacturing, dismantling, altering, cleaning, re-
packaging, freezing or repairing of goods. The use includes food industries, textiles, mechanical,
boat repair, sandblasting.
The applicant suggests that applying the definition of the Draft Planning Scheme and with
reference to the purpose and overall outcomes of the Low Impact Industry Zone provides much
greater clarity in respect of the expectations of the types, and mitigation of impacts for, future
uses that could be accommodated on the site.
It is agreed that the definitions and purpose stated in the draft Planning Scheme do provide a
greater understanding of the available uses and the aspects of the surrounding environment and
existing uses that warrant protection. Despite this, it is considered that the definition of Low
Impact Industry is still too broad to be appropriate for this particular site as it still permits noisy
businesses such as metal fabrication and repairing of vehicles/engines etc.
The applicant also suggests that the surrounding residential area does not enjoy a high level of
amenity due to it being located in a highly trafficked location and uses this aspect as justification
for the proposed industrial activity to have some impacts on the surrounding residential area.
Contrary to the applicant’s argument, it is considered that while significant traffic volumes are
evident due to the location of the site at the intersection, even when the current approved uses
are fully operational, the surrounding uses are unlikely to be subjected to the noise, traffic or
odour impacts associated with some of the uses associated with a Low Impact Industry.
