PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 JUNE 2019

Land Use & Works Provisions
The application has been assessed against the applicable codes. The pertinent issues arising
from the assessment are discussed below.
Land Use
Under the Noosaville Locality Code, the industrial use component (Brewery) is an acceptable use
at this location. Under the definition for industry this type of use allows for the sale of goods
resulting from such operations provided the sales area does not exceed 20% of the use area.
Under the current proposal the total use area is 505m², including:
 320m² for the Brewery (comprising 185m² at the ground floor plus 135m² for the
     mezzanine) this being about 63% of the total use area attributable to the industrial use
     component;
 130m² for the Brew Café (comprising 15m² toilets, 60m² for front bar and 55m² for the
     outdoor terrace area) this being about 26% of the total use area attributable to the
     entertainment and dining component; and
 55m² for back of house kitchen/bar area this being the remaining 11%, which potentially
     forms part of the both uses.
To ensure any impacts associated with carparking are adequately addressed and the
predominant use of the site remains industrial, the following daytime and evening trade hours are
proposed:
Daytime Hours
The applicant proposes not to use the outside terrace and dining area during the week during
daytime hours, with limited retail packaged sales and brewery tours occurring during normal
business hours. The industrial component of the business (Brewery) is the dominant use during
the weekday operating Monday to Friday from 7am to 4pm and on Saturday from 7am to 12
noon. This is generally consistent with the surrounding industrial business uses in the estate.
Evening Hours
The Brew Café will operate Monday to Friday from 5pm to 12pm and from 12noon to 12pm on
Saturday and Sunday when the surrounding industrial businesses are closed.
While Entertainment and Dining Type 3 – Bar use is not a consistent use within the Industry
Zone, the proposed Brewery remains the dominate use on the site. There is also some support
for this component (Brew Café) under the Draft New Noosa Plan, which is discussed below.
Carparking
Under the Driveway and Parking Code, specific outcome O7 requires sufficient carparking to be
provided to accommodate the number and type of vehicles likely to be generated by the
development. This is to be considered in context with the following:
   the type and intensity of the use;
   any existing parking available;
   hours of operation;
   likely number of users;
   peak parking demands;
 the availability of alternative parking.

                                                                                 Page 29 of 133
