PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 JUNE 2019

In this case the following carparking numbers are required for each component of the use having
regard to Table 14-51 Vehicle Parking Requirements:
 Brewery – 1 space per 30m² or part thereof of the use area for areas up to 150m², which
equates to 5 spaces, and 1 space per 50m² of use area for areas up to 500m², this being 4
spaces for the remaining 225m², with the total parking requirement for the Brewery being
9.5 spaces (320m² of use area, plus 55m² for back of house); and
 Brew Café – 1 space per 10m² of use area this being 13 spaces.
The subject land provides for 11 carparking spaces and 4 scooter spaces (equivalent to 1
carparking space under Table 4.1 PSP26) sufficient for the Brewery. However under the current
planning scheme there would not be sufficient onsite parking for the Brew Café however, this use
is to operate primarily outside of normal business hours and after midday on weekends
(discussed above).
This means should there be a need for overflow parking there will be capacity within the adjoining
streets given other businesses are likely to be closed outside of normal business hours.
Consequently, the operation of the Brew Café should not have a significant impact upon parking
and operation of other businesses in the area. Conditions of approval have been recommended
that deal with the hours of operation for the Brewery and the Brew Café as well as the allowable
use areas.
It is noted that under the draft New Noosa Plan, the applicable parking rate for a Food and Drink
Outlet is 1 space per 20m², excluding kitchen areas. This means the Brew Café would require 7
spaces, which could be accommodated onsite, when the Brewery is not operating.
A 6m long courtesy ‘Coaster’ bus able to cater for up to 12 persons is also proposed, which will
utilise the loading and manoeuvring onsite for the loading area of a medium ridged vehicle
(Pantech). Bicycle parking (5 racks) is to be provided adjacent to the waste storage area. It is
understood that some tours and tastings will occur during normal business hours, with patrons
arriving by Coaster bus. This should not have an adverse impact upon onsite parking or other
businesses in the locality provided this is managed appropriately.
Building Setbacks and Landscaping
With respect to building setbacks, the industrial use is to be located within an existing building
and therefore complies; however, a portion of the Brew Café is to operate from an outdoor open
terrace area along the western boundary. This component of the use has already been
constructed and extends to the boundary with no landscaped setback being provided.
Under specific outcome O9 of the Noosaville Locality Code, specifically A9.1, the proposed
development is to meet the setback requirements under Schedule 1 for the Industry Zone, which
is 6m to the primary frontage and 4.5m setback to the secondary frontage. The existing building
has more than a 6m setback to Venture Drive and a 4.5m setback to Project Avenue.
Under specific outcome O195, it is expected that the frontage contains landscaping without
adversely screening the business or visitor carparking. Under S195.2, a minimum of 2m of soft
landscaping is to be provided. The outdoor terrace is about 22m in length, extends to the
boundary with no landscaping provided. Following discussions with the applicant, the applicant
has agreed to landscape about half of the outdoor terrace area as shown on the proposal plans
(refer Figure 1).
It is suggested that while the outdoor terrace area is not setback from the western boundary, the
additional landscaping now proposed within the terrace area to the north of the use area (refer
Figure 1) will provide substantially more landscaping at the frontage, which is acceptable in this
instance.
