PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 JUNE 2019
4. DRAFT NEW PLANNING SCHEME
Under the Draft New Noosa Plan, the subject land is included in the Medium Impact Industry
zone.
Under Table 5.5.10 for the Medium Impact Industry Zone a Medium Impact Industry is code
assessable where the use area is being increased, which would be the case here.
The proposed Brew Café would be defined as a Food and Drink Outlet, which is also code
assessable where associated with and subordinate to an industry activity onsite and not
exceeding 60m² GFA. According to the town planning report, the total GFA is 457m². The
Brewery component has a GFA of about 327m² which is 72%, the Brew Café 75m², plus 55m² for
outdoor terrace totalling 130m², which equates to about 28%. Consequently, under the draft New
Noosa Plan, the food and drink outlet component would be subject to impact assessment.
Role & Function
Under the specific outcome PO1 of the Medium Impact Industry Zone Code, …the Medium
Impact Industry zone accommodates medium impact industries, businesses and supporting
ancillary uses. For ancillary uses the gross floor area of any food and drink outlet, retail or office
component does not exceed a combined gross floor area of no more than 40% of the total gross
floor area of the site with:
Any ancillary retail sales or office use component having an individual gross floor area no
greater than 30% of the total gross floor area of the site; and
Any food and drink outlet component having an individual gross floor area no greater than
30% of the total gross floor area of the site or 60sq.m, whichever is the lesser.
Having regard to the above, the Brew Café (food and drink outlet) should not exceed 60m² of
GFA, with 30% of the GFA on site being about 136m². The proposed Brew Café has a GFA of
about 130m², including the kitchen and bar area, which is about 28% of the total GFA.
The proposed development meets the 30% maximum GFA component and remains ancillary to
the industrial brewery component.
Food and drink outlet
Under specific outcome PO4, … any food and drink outlet is to be:
directly related and ancillary to a bonafide industry use on site; and
small scale and subordinate to the industry use on-site.
The proposed Brew Café is directly related to the operation of the Brewery. Further, the scale of
the Brew Café could be reasonably considered to be small scale and subordinate to the industry
use, being less than the 30% nominated under PO1. The proposed development is generally
consistent with these outcomes sought under the new draft planning scheme.
