 About
 e     The Mayor and a few Councillors make up each Standing Committee with each Committee
       making recommendations to the Council on the specific subject matters allocated to that
       standing committee.
 e     The Ordinary meeting of the Council then makes the final decision.
 e     This model is used by quite a few of the larger councils.

 Pros
 e     A more efficient use of time for Councillors with sharing of the load to consider matters and
       make recommendations to Council.
 e     Can be more informal at smaller Committees (positive for both staff and Councillors).
 e     Allows for more information to be provided between the Committee meeting and the Council
       meeting if required.
 Cons
 e     Not all Councillors have input into controversial or significant issues in the first instance.
 °     Other Councillors may choose to attend Committees they are not on to “keep an eye” on other
       subjects, thus adding to workload.

 About
 e     This is the model used by Noosa Shire Council for many years.
 e     It is a “multi-layered” model with the initial Standing Committees making recommendations to
       Council on minor or non-controversial matters and the Standing Committee considering major
       or controversial matters.
 e     The Ordinary meeting of the Council makes the final decision based on recommendations from
       the various Committees.
 e     This model is not widely used in other councils.
