Introduction
Noosa Shire Council was reformed following the de-amalgamation of a number Queensland
local government areas in January 2014 with the immediate priority being to uptake the day
to day operational requirements by a local government.
The primary considerations made in undertaking the review of the Transport network for
updating the current PIP to a LGIP were discussed at the LGIP workshop for Councillors
held on 19 January 2017 and detailed in the report to Council of 7 February 2017 and
adopted on 16 February 2017 on the Desired Standards of Service (DSS). This provided
information, details and outcomes for progressing the Transport network component of the
LGIP as follows:
i. The current Statutory Guideline 03/04 advocates:
• a single “transport” network containing road, pathway & public transport
infrastructure components rather than 3 individual networks; and
• “trunk” infrastructure is now generally contained in the “trunk” road corridors (or to
a specific destination/facility) as contained in Appendix B of the Guideline detailing
indicative trunk infrastructure.
ii. The resulting DSS amendments adopted by Council for the Transport network:
• updated references to current design and construction standards & specifications;
• clarified that “trunk” infrastructure for the Transport network is generally
considered:
o to align within (or adjacent to) “trunk” road corridors;
o to provide main through linkage connections; and
o to specific high use destinations and facilities.
iii. The PFTI future works to be primarily based on:
• any 2014-2016 trunk type projects completed;
• Road “trunk” future works based on:
o Noosa Traffic Study to 2036 recommendations;
o major proposed upgrades in capital works program; and
o to identify Main Roads controlled roads issues.
• Pathway “trunk” future works based on:
o identified missing links; and
o major “trunk” path upgrades in capital works program.
• Bus stop “trunk” future works based on:
o Council’s Passenger Transport Accessible Infrastructure Program (PTAIP).
The following tables provide details of the future projects proposed for the LGIP in
accordance with the above criteria. This is an interim measure until further amendments can
be made and incorporated in a subsequent LGIP to be prepared for the new Planning
Scheme that reflects Council’s further network planning.
For projects that have an associated renewal component, this will be highlighted and
accounted for in the Schedule of Works (SOW) excel model.
