information request mcu14.0039
MCU14/0039 (c) Provide an assessment of the impacts of the proposed works on the vegetation located within the Environmental Protection Overlay, including all earthworks that impact upon the root zones of the protected vegetation; (d) Provide information on how the potential impacts of the development will be avoided, minimised or offset through the provision of suitable environmental measures on the site. Minimisation and offset measures must be suitably justified and qualified in the context of the requirements of the code. Traffic The development proposes to access the site via the existing driveway from Lake Macdonald Drive. The current access has not been constructed in accordance with Council’s standards and is not considered suitable for the proposed use. Furthermore, the existing access driveway has not been constructed with a suitable sustainable surface and the drainage system has no velocity or water quality controls. Recent breach action has resulted in the owner amending the current access for heavy vehicles, through the adjoining property at 271 Lake Macdonald Drive. If this is the preferred access to the site, please lodge a Development Application which includes this other property as part of a new application for reconfiguring a lot (access easement) and material change of use. 6 Provide a preliminary design plan for the vehicle access to the site by an RPEQ. The design must demonstrate compliance with the Agricultural Uses Code’s Overall Outcome 14.4.2 (c). The access must be suitable for the various vehicle types expected as described in AS/NZS2890.1:2004 and AS2890.2:2002, be in accordance with Council’s standard drawings and indicate any necessary additional works in the road reserve. If the vehicle access to the site is via the adjoining property, please include 271 Lake Macdonald Drive as part of a new reconfiguring a lot (access easement) and material change of use application. This will require written authority from the adjoining property owner permitting access though the adjoining site. 7 Please provide a preliminary design plan prepared by an RPEQ for the access driveway, internal access pathways/driveways and parking/loading areas. The design must: (a) Demonstrate compliance with the Agricultural Uses Code’s Specific Outcomes O2 and O3, as well as the Overall Outcome 14.4.2 (b) ii (safety), iii (environmental processes) and iv (biodiversity); (b) Be suitable for the various vehicle types expected as described in AS/NZS2890.1:2004 and AS2890.2:2002; (c) Be in accordance with Council’s standard drawings; and (d) Indicate any necessary additional works at the waterway crossings. Effluent Disposal 8 Please provide details of the effluent disposal system required to cater for the likely number of people on site at any one time. Include the location and size of the proposed system to cater for the likely number of users. All effluent disposal infrastructure shall be located outside the Riparian Buffer Areas. Electricity 9 Electricity supply for the greenhouses is currently byway of a diesel generator, operating 24 hours a day. The Overall Outcomes of the Agricultural Uses Code Page 3 of 6
