GENERAL COMMITTEE MEETING AGENDA 19 APRIL 2022

on standard SLSC terms and conditions). It should be noted that the volunteer local
Committees formed to oversee the establishment of the new Club have identified
the lack of tenure certainty as the largest single impediment to member attraction
and retention and overall commitment to the task of building the new Club. In
discussions with Council Officers, SLSSC/SLSQ have made it clear that support from
the governing bodies of the new PBSLSC is contingent on the securing of long-term
                       tenure.
e Council funding of supplementary Lifeguard support over the first 3 years as an
independent Club (ie the 22/23, 23/24 and 24/25 lifesaving seasons). It should be
noted that a separate proposal in this regard is being prepared as part of the Noosa
Council “budget bid” process. This funding would commence from September 2022
and conclude in May 2025. Councillors should note that supplementary Lifeguard
patrols (primarily Sundays and public holidays) have been required over recent
seasons due to a lack of volunteer lifesaving members at Peregian Beach operated
by NHSLSC. The funding to the end of the 21/22 season has been provided by
NHSLSC as part of its Patrol Services Agreement obligations. It is expected that the
new PBSLSC will build patrol numbers and capability such that it will be able to
resume these patrols over the coming three years. The required supplementary
Lifeguard support is therefore proposed as $71,000 per year based on 22/23
Lifeguard contract rates for Saturdays and Public Holidays. (It should be noted that
the new PBSLSC is targeting to conduct volunteer patrols on an increasing number of
public holidays in each year which will reduce the projected costs above, however,
                      the quantum cannot yet be confirmed.);
e Further financial support from Council is sought through concessionary treatment of
Council rates and charges over this same 3 year period, then reverting to the charges
                       levied as per the current structure that has applied to NHSLSC from 25/26 onwards;
e Approval of the various initiatives to improve financial return from the Peregian
Markets. Councillors should note that it is anticipated that the net income from the
permit to operate the Peregian Markets is expected to remain the primary source of
income for the PBSLSC for the mid-term (ie 3-5 years). There are a number of minor
adjustments which will be proposed to Council over the coming year and as part of
                      the permit renewal process; and
e Subject to financial viability and compliance with Food license requirements,
approval may be sought for the conduct of a small-scale, limited-hours kiosk on the
ground floor of the Clubhouse in the area currently used for Markets BBQ/Coffee
In addition to the above, it is requested that Council handover the building in as good a
condition as possible at the commencement of the new lease. Council Officers have
indicated the building is due for painting in the coming 6 months. Further, the physical
security/separation between the top and bottom floors of the Clubhouse have not been
                adequately addressed at this time.

At the request of Council, we are pleased to advise that the new PBSLSC will make available
an area within the facility to be used as a Lifeguard base for the Noosa/Northern Sunshine
Coast region should this form part of a future Lifesaving contract.

                                                                                                    2
