Issue – Extent of Works in the Road Reserve
The documentation provided as part of the application does not adequately detail the extent
of works to occur along Hoy Road.
As an example:
a. the alignment of the required services in the road reserve is unclear (water, power,
telecommunications);
b. the extent of vegetation impacted by the installation of the above services is
unclear;
c. the extent of drainage works to occur as part of the sealing of Hoy Road is unclear;
and
d. the extent of works required as part of the proposed internal intersection is unclear.
Note – The level of detail provided as part of this application may be conceptual but must be
adequate to demonstrate the extent of works in Council’s road reserve.
Information Required
2. Provide additional detail demonstrating the total extent of work to occur in the Hoy Road
road reserve. The detail can be preliminary in nature but must be prepared by a suitably
qualified person and address:
a. the alignment of services (water, power, telecommunications);
b. the extent of vegetation removal;
c. upgrades to the existing drainage swales; and
d. the extent of works as part of the construction of the internal intersection (i.e.,
earthworks).
Issue – Retaining Walls
Walsh Consulting Engineers’ Road 1 Cross Sections (SK05, Rev. A) dated 7 January 2025
details retaining walls within proposed Lots 1 and 2. The retaining walls are an appropriate
treatment to achieve a desirable verge profile and drainage configuration.
Council is concerned that no system is in place to prevent future lot owners from
removing/altering the retaining wall which is likely to adversely affect the future road reserve.
Information Required
3. Provide a suitable solution to address the protection of the retaining walls and road
reserve.
Note – Council considers that an acceptable solution may include an ‘easement of
support’ over the retaining walls, burdening the lot owner(s) and benefitting Council.
Issue – Sight Distance for Internal Intersection
Section 4.4.4 of MODUS’ Traffic Engineering Report (MOD23498QLD, Rev. B) dated 8
January 2025 states that the required 123 metres of sight distance is available about the Hoy
Road/Site Access intersection in accordance with Austroads.
No detail has been provided demonstrating that an unbroken 123 metres of sight distance is
available in both directions and both longitudinally and in ‘plan view’ has been provided.
