SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 AUGUST 2018
Expenditure
Expenditure on materials and services were $543,000 below the predicted budget. The
significant reasons for the under expenditure are as follows:
Waste Collection contract below budget by $203k, caused by reduction in new contract
invoices received from Cleanaway and invoicing to 23 June versus budget to 30 June. The
purchase and installation of public place bins was below budget by $53,000.
Minor equipment below budget by $61k resulting from the method of distributing some new
bins at no cost to Cleanaway in the roll out for the new contract. This matter is the subject
to further negotiations with Cleanaway.
Holding tank pump outs and disposal costs were $15,000 less than predicted.
Profit share paid from the sale of recyclables was $55,000 more than predicted, however
this is offset by higher revenue from sales.
Resource recovery costs were $55,000 less than predicted.
Expenditure on mulching was below budget by $126,000. This was due to a delay in
awarding the processing tender as waste officers waited on strategic direction on
mulching/composting activities.
Concrete crushing costs were below predicted costs by $30,000.
Environmental monitoring costs were below predicted costs by $28,000.
Capital Works
Officers of the Waste Section completed two capital works projects over the 2018FY at a total
value of $93,000. Works included:
Upgrades to the Reusable Goods Recycling and Sale Facility (Tip Shop)
Upgrade and installation of internal stormwater drainage. Installation of an internal gravity
stormwater system complete with two concrete catch pits and overland flow path required
to remove high flows in extreme rainfall events.
Upgrades to the tip shop external sales area and car park. The upgrade was designed to
generate 2,670 square meters of compacted hardstand pavement to allow for an asphalt
overlay and line-marking which improved site safety and provided additional parking. The
project also included installation of garden beds to delineate areas between the Transfer
Station and Reviva retail outlet.
There are three Capital Works Projects approved for 2018/19:
A large shed will be constructed within the external sales area for the purpose of waste
education and repair/upcycling workshops. It is proposed that this new shed will house a
designated waste education room for classes and also an office space for Reviva staff.
The Concept Design of the next landfill cell will be completed. Engineering Consultants
ATC Williams have quoted and been accepted to complete the Concept Design and
conduct core sampling of the area that will contain the new cell.
The existing landfill cell 2.2 will be prepared with 5,000 square meters of geotextile. This is
required to be placed over the cell’s drainage layer prior to placement of putrescible waste.
