The new waste collection contact commenced 1 September 2017 with some service changes.
The biggest change was the major expansion of the garden bin services for urban areas. There
was also the introduction of cardboard services and further bin size options. Efforts were initially
concentrated on achieving a successful garden bin rollout, with full completion around Christmas.
A lot of staff time was spent assessing and awarding garden bin exemptions. The garden waste
bin service growth appears to have plateaued, although a seasonal migration from 240lt to 360lt
bins is expected. The larger 360 litre bins continue to be requested across all services with
minimal service issues relating to overweight bins being reported. A slight increase in the number
of 140lt bins has been the result of a specific request from the Cooroy Palm Lakes Retirement
Village where they have been successfully deployed for use in the small lot housing part of the
estate.
The new contract also brought with it new service vehicles and enhanced service software.
Hastings Street and other high profile areas are benefiting from the ‘single pass’ vehicle servicing
both refuse and recycling bins on a single run. Waste Service and Customer Service staff have
been trained in the use of the on-board camera monitoring and service reporting aspects of the
‘Cleanaview’ system.
Council and Cleanaway staff have identified businesses generating large amounts of cardboard
in their recycling bins and these are being migrated to a cardboard only service. This will result in
a higher grade recyclable product and reduce the amount of material going to the Material
Recovery Facility for sorting. The next challenge for this service is to deal with competing
contractors that are illegally pushing for market share. The Manager of Waste and Environmental
Health is currently seeking advice and direction on how best to enforce the provisions of the new
waste local law with regard to competing waste contractors operating in the Noosa Shire.
