Response:
A Dewatering Management Plan (DMP) will be completed at detailed building design stage. We request
Council condition for this information to be provided prior to the prestart meeting. Please refer Appendix
E of Pacific Geotech’s Acid Sulphate Soil report (PG-9236) which, includes a site specific Acid Sulphate
      Soil Management Plan.

Please see revised earthworks plan (SCG DRG 32225-OW3.1 Rev.A) to include reference to the Geotech
report by Pacific Geotech. We have also amended our earthworks planto nominate an approximate
stockpile location for treatment of Acid Sulphate Soil (ASS). However, it should be noted that the principle
contractor will ultimately determine the set-out of the site usage in accordance with their Construction
Management Plan. Additionally, due to the restricted space on site it would be assumed that stockpiles
of treated soils for re-use would not be kept on site. This may also result in ASS also being treated at a
         off site location.

Issue 12 & 13: Earthworks

The submitted documentation states that the design and installation of the proposed
temporary concrete piling is to be done by ‘others’. Council has not received these plans or
details and is unable to assess the earthworks component of the application. Council is
concerned the proposed earthworks may undermine the structural integrity of the surrounding
lots (Lot 128 & 134 Gympie Terrace and Chaplain Park, Mill Street).
It is unclear from SCG Consulting’s Earthworks Plan (32225-OW3.1) dated September 2022
how the proposed pool excavations will take place from wholly within the subject site.

Response:
The proposed piling contract has not been awarded yet as a building as a contract will not be in place
until the structural design and building approval is granted. This information is assessed by the private
building certifier. SCG as the Structural and Civil RPEQ confirm all piling will be designed with appropriate
surcharge loading to ensure stability of all neighbouring structures are maintained. Ground anchoring will
not be permitted without written consent of the neighbouring property owner/s.

The primary focus of the construction of the temporary piling will be to maintain the stability of
neighbouring properties adjacent the excavation, that is why it’s speicified.

The programming of the pool constructions with regard to the construction program will be the
responsibility of the contracted builder. Our suggestion would be to construct the pools in unison with the
basement negating the need for adjacent allotment access. Regardless, it’s an issue which is resolved
prior to construction with the contracted builder (unknown at this stage) having due regard to all to all
        neighbouring allotments.

Issue 14: Basement Seepage

Council recognise the finished floor level of the proposed basement is located beneath the
water table and is located in a low-lying, tidal area. Council is concerned that the basement
may experience seepage as a result.

Response:
The proposed basement slab and planters consist of structural design elements for the proposed building.
Detailed structural design for the building typically does not commence until planning and operational
works approval is granted. Building design information is assessed by the private building certifier in
accordance with the National Construction Code 2019 (NCC) and ABCB-2012.3 - Construction of
Building in Flood Hazard Areas. SCG as the Design RPEQ, confirm the entire basement will be fully
tanked to ensure 1% flood immunity is maintained as required by the NCC.

Issue 15: Sustainable Building Design Code

The proposed stormwater management plan does not include 3,000 litres of rain water storage
per dwelling as required by PO2 of the Sustainable Building Design Code.
