Response:
Please see revised stormwater management plan (SCG DDRG 32225-SW1.1 Rev A) to include a 3000lt
rain water storage for each dwelling to promote stormwater harvesting.
Issue 16 & 17: Stormwater Management
The submitted documentation references a ‘hydraulics consultant’ for the proposed internal
drainage. Council has not received plans or details from a ‘hydraulics consultant’ and is unable
to assess the stormwater component of the application as the submitted Stormwater
Management Plan does not contain sufficient information.
It is unclear from SCG Consulting’s Stormwater Management Plan (32225-SW1.1) dated
September 2022 where the proposed ‘150 grated drain’ will discharge to.
Response:
Roof drainage for the proposed building forms part of the building design and assessed by a private
building certifier in accordance with the NCC 2019 Volume 2. Detailed structural and internal hydraulic
design for the building design elements will commence after a development approval is in place.
As displayed on the Stormwater Management Plan (SCG Drawing No: 32225-SW1.1). The proposed “150
grated drain” discharges via a 150∅ PVC to the proposed GP1 stormwater pit.
Furthermore, we have added additional levels to internal drainage pits, as the proposed pipe runs are
considered very small and pipes grades are not an issues with the extent of filling required, we do not see
the need for a longitudinal section for each pipe, this has not been an issue in the past with Council on
similar scale developments. The proposed connection point for roof drainage has been nominated on the
proposed stormwater management plan.
Issue 18: Flooding
The subject site is located in Council’s Flood Hazard overlay and is adjacent to the Noosa
River and Canal. Council are concerned regarding the functionality of the proposed
stormwater system and associated infrastructure during, up to and including, 1% AEP events
at the end of the development’s lifespan. Council predict that the yearly average rainfall
will increase approximately 20% towards the end of the development’s life span (2100).
Response:
The proposed minimum Finished Floor Level (FFL) for the ground floor of the proposed building is
determined by Noosa Council at RL2.700 in order to achieve 1% AEP flood immunity for the year 2100
as per the flood information search from Noosa Council. This includes a 500mm freeboard for all habitable
space and thus Council has deemed sufficient to provide flood immunity to the building. Furthermore, the
proposed underground stormwater system (including kerb adaptors) is designed for minor drainage only
(10% AEP) in accordance with QUDM 2017. Council is questioning the functionality of the minor drainage
system for a major design storm which is not a design requirement in accordance with QUDM nor the
Noosa Council Planning Scheme. As the responsible RPEQ we confirm the overland flow (major drainage
design) for the site is sufficient that it will not cause flooding to any part of the building.
Issue 19: Onsite Maneuverability
Acceptable Outcome 12.2 of the Dual Occupancy and Multiple Dwelling Code states, where
located on any road of a higher order than local, vehicles must enter and leave the site in a
forward gear. The submitted documentation does not demonstrate that a B99 vehicle is able
to enter the Unit 2 garage carpark in a forward gear and manoeuvre on site without failure.
Response:
Please see revised vehicle maneuvering plan (SCG DRG 32225-OW5.1) attached to include additional
vehicle movements attached. As the certifying RPEQ, we did not foresee any issued relating to U2’s
garage and hence had shown the most restrictive maneuvers.
