Myall St Cooroy
An application for 11 multiple dwelling units is due to be lodged. The site currently contains 2 dwelling
houses and it is intended to construct 11 units and keep one dwelling. The zoning of the sites are
Community Facilities where multiple dwellings are not a consistent use and therefore subject to a x3
multiplier as per Council’s fees and charges.
The consultant advises that the development is for proposed NDIS housing for 8 of the 11 units. The
proposal retains the existing ‘timber and tin’ dwelling house fronting Maple Street on a separate lot and is
in an appropriate location adjoining existing rehabilitation facilities in Cooroy. The consultant further
includes an extract from “Noosa Housing Needs Assessment 2021” which states that the Community
Facilities Zone should allow for these uses where they meet the SDA Guidelines.
Part of the site is also within the Heritage Character area of Cooroy and must therefore meet the
requirements of the 8.2.7 Heritage Overlay Code. The plans submitted do not provide sufficient information
and detail to make an assessment.
The application will require a substantial amount of assessment with a possible report to a Council meeting.
The applicant is suggesting Council do not apply the x3 multiplier as it is more reflective of the cost of the
assessment and Council’s endorsed strategy to provide for appropriate housing needs in suitable
locations.
It is recommended that a multiplier of 2 be applied, where the proposal remains inconsistent with the
Heritage Character requirements, otherwise where compliant no multiplier apply.

Beach
An application for changes to a multiple dwelling at 14/45 Lorikeet Drive Peregian Beach has been lodged.
The property is located in south Peregian, which was part of Maroochy Shire at the time of construction. A
Development Permit for Building Works (assessable against the Planning Scheme) is required for the
works.
The applicant proposes to add an additional bedroom and ensuite to unit 14. The extension results in 19m²
of additional gross floor area and would be facilitated by creating a new infill floor on the upper level of the
unit where the rooftop facilities are located.
The applicant has requested a reduction of the fee stating the nature of the work is very minor and partly
internal.
There will be a moderate amount of assessment required given the extent of changes required. In this
instance a fee of $2,273 is suitable commensurate with a change application fee.
